Who we are looking for:
This role has been created to enhance delivery oversight and performance management across MOD New Works. It addresses a critical gap in both capacity and capability, ensuring that the Diverse Programme is governed effectively, risks are proactively managed, and reporting is both timely and accurate.
We require a visible and proactive Project Controls Lead to provide core project control services. This includes driving adherence to the new delivery process, managing workflows, and integrating the new Power BI dashboard into business-as-usual operations.
Key responsibilities include:
- Overseeing performance reporting and supporting delivery assurance
- Managing stakeholder engagement
- Driving continuous improvement across the programme
We are seeking an enthusiastic and motivated individual to join the Project Management Office (PMO), with responsibility for delivering project control services for MOD New Works. This is an exciting opportunity to be part of a highly capable and driven team, contributing to the delivery of complex outputs in support of the UK submarine programme.
Duties:
Covering a wide range of projects, the successful candidate shall be responsible for providing professional Project Controls management services across the MOD Works Team. The role will provide a key interface between project managers, commercial, engineering, construction, projects, subcontractors and supply chain functions to aid the effective scheduling of the projects undertaken. Other responsibilities may include;
- Lead a programmantic approach with the team providing tactical scheduling of live projects
- Supporting the implementation and maturity of Infrastructure strategic objectives
- Assisting the HOD in all aspects of planning and provide data in support of Project status
- Prepare and deliver data that is necessary to internal and external schedule driven reports and documentation (including Cost, Risk, Estimating, Change)
- Alignment of Project Cost with the nominated scheduling software (Primavera P6)
- Assist the development of project/programme annual-spend projections, critical path management, and cost and schedule variance analyses
Desired experience and Qualifications:
A background in Project Management and/or Scheduling is a bonus; however, training and guidance will be provided as necessary to enable the development of knowledge and experience.

- Primavera P6 Advanced (Desired but not essential)
- APM PPC Foundation (Desired but not essential)
- APM PFQ (Desired but not essential)
- Experience in Project Management (Desired but not essential)
- Level 3 Qualification

About the Role
Our Government client is seeking an experienced Project Control Officer to support project delivery within the Engineering & Operations - Project Management Team. This is a key role providing essential support to Project Managers on a wide range of government-related programmes.
You'll be based primarily in Westminster with a flexible hybrid working model (minimum 60% on-site). This is a fantastic opportunity to be part of a high-profile public sector organisation via our agency.
Key Responsibilities
- Provide full project support to Programme and Project Managers
- Coordinate project documentation, meetings, agendas and action points
- Monitor risks, issues, and project milestones
- Track project budgets and provide accurate financial reporting
- Maintain project plans using MS Project
- Ensure commercial compliance including gate reviews and documentation
- Liaise with internal and external stakeholders to support project progress
- Represent Project Managers in meetings when required
Essential Skills and Experience
- Proven experience supporting large or multiple projects in a structured environment
- Strong interpersonal and communication skills
- Highly organised with the ability to manage priorities and deadlines
- Financially literate - able to manage budgets and produce accurate reports
- Excellent working knowledge of MS Office (Word, Outlook, Excel) and MS Project (2007 or later)
- APM Fundamentals or PRINCE2 Foundation/Practitioner certified
Desirable
- Familiarity with Oracle financial systems
Contracted Hours: Full time - 37 hours/week (Monday to Friday)

**About the Role:**
As a Project Manager reporting directly to the Dogger Bank Project Director, you will take charge of managing project business operations with a strategic focus on cost control, earned value management, budgeting, forecasting, and performance reporting. Collaborating closely with key stakeholders, you will enhance delivery schedules, reduce project costs, and lead risk management processes to ensure project success.
**Key Responsibilities:**
+ **Project Control:** Oversee a $1B+ offshore wind project, ensuring effective coordination across planning, contracts, finance, sourcing, OEM functions, and project teams.
+ **Performance Analysis:** Develop scientific solutions to drive profitability and cash flow while minimizing project risks.
+ **Strategic Leadership:** Provide leadership within the Offshore Wind organization to implement effective project business operation tools and processes with a continuous improvement mindset.
**Responsibilities Include:**
+ Coordinate with the Project Contract Manager, Lead Planner, Finance Manager, and Package Managers for strategic management of forecasting, cost control, risk management, scheduling, and change management.
+ Develop actionable plans for revenue recognition, milestone payments, and cash flow optimization.
+ Ensure systematic operational coordination and controls to improve project delivery and financial outcomes.
+ Lead the project risk management process, including risk identification, mitigation, and opportunity enhancement.
+ Analyze project performance using earned value management to forecast project outcomes accurately.
**Qualifications:**
+ Bachelor's degree in a relevant field plus five years or more of project business operations and project controls experience.
+ Proficiency with Microsoft Office Suite, including Excel and PowerPoint.
+ Valid driver's license and ability to pass background check and drug screening.
**Preferred Qualifications:**
+ Leadership experience in energy, wind, or oil & gas projects.
+ Experience managing large, complex projects ($1B+).
+ Willingness to travel internationally and engage with global teams and supply chains.
+ Working knowledge of Primavera P6 or Microsoft Project.
+ Certification in Cost Control (CCC/CCE) or Scheduling (PSP) is advantageous.
