Job title: Project Procurement Administrator
Job Type: Permament
Start date: ASAP - depending on security clearance
Pay rate/ Benefits: 27,000
Location: Chorley
Hours of work: 40 hours per week , Monday - Thursday
Role information:
Provision of administrative support to the project Procurement team; and support the wider project team.
Applicants must have experience of the following:
* Support Procurement team in drafting and sending tender enquiries to suppliers for goods and services
* Facilitate meetings, take minutes and assign and monitor actions as requested
* Helping to problem solve queries and issues with orders or invoices in an efficient and timely manner
* Assist with management and maintenance Procurement Standard Operating Procedures (SOP's)
* Chasing up purchase orders as required or requested
* Review order acknowledgements for accuracy, raise anomalies with relevant stakeholder
* Maintaining relationships with internal stakeholders and supply chain
* Assisting with raising purchase orders for lower value requirements
* Supporting the purchasing team with project specific administration and data collection
* Compiling and circulating documents and information as required
* Preparing and managing project action trackers as directed
* Updating and maintaining project folders in accordance with Supply Chain Process
* Maintain Approved Supplier List and associated tasks
* Data entry

About the Role
We are seeking a proactive and commercially focused Procurement Project Manager to lead the procurement and tendering of Battery Energy Storage System (BESS) and EPC contracts.
From early-stage tender strategy through to contract award and execution support, you will be responsible for ensuring robust, competitive, and timely procurement that secures the best value while aligning with technical, commercial, and project delivery objectives.
This role suits someone with deep experience in procurement and contract negotiation within the energy or infrastructure sector, with the ability to manage complex tender processes and multiple stakeholders.
You will work closely with engineering, legal, finance, and project delivery teams, as well as EPCs, OEMs, and key suppliers - making this a pivotal role in shaping project outcomes.
Key Responsibilities
- Lead tendering processes for EPC, BESS, and key balance-of-plant contracts
- Develop and manage procurement strategies, tender documentation, and evaluation criteria
- Coordinate cross-functional input (engineering, finance, legal) into procurement packages
- Negotiate commercial terms, contract scopes, and pricing with EPCs and suppliers
- Ensure procurement timelines align with project milestones and grid connection dates
- Provide market insight on supplier capabilities, risks, and cost trends
- Manage contract close-out, lessons learned, and supplier performance reviews
- Support risk management, change orders, and dispute resolution from a procurement perspective
About You
- 5+ years’ experience in procurement, commercial management, or project delivery in energy/infrastructure
- Strong background in tendering EPC and/or battery-related contracts
- Knowledge of contract frameworks (FIDIC or equivalent) and negotiation best practices
- Understanding of BESS technology, EPC scopes, and supply chain dynamics
- Skilled in procurement tools, bid evaluation models, and financial/commercial analysis
- Excellent negotiation, communication, and stakeholder management skills
- Proactive, detail-oriented, and able to balance technical and commercial priorities
- Willingness to travel for supplier meetings and site visits

Role Overview
The Project Procurement Lead will manage procurement activities for assigned investment projects and coordinate planning and execution at the Reading site (and if required, at other sites). The role holds strategic responsibility for procurement of goods and services in the construction of manufacturing, laboratory, and office facilities, with project values ranging between £5 million and £500 million .
Key Responsibilities
- Develop and execute the Procurement Strategy for assigned projects.
- Full commercial ownership across procurement, expediting, contract management, and contract closeout for:
- Goods: Process equipment, electrical equipment, AHUs, black utilities pumps & valves, lab equipment, furniture, consumables, pumps, automation systems, and spare parts.
- Services: Construction, piping, HVAC, electrical & cleanroom fit-out, consulting, engineering, and planning.
- Actively manage the Procurement Master Plan (PMP) during execution to ensure reporting, risk identification, and mitigation.
- Collaborate closely with:
- Procurement teams (category owners, buyers, order/contract managers).
- Procurement management & category management.
- Project directors/managers, engineers, and subject matter experts.
- Support functions (Quality, EHS, Legal, Finance, HR).
- Third-party collaborators including EPCM, EPC, and main equipment/service suppliers.
Key Requirements
- Minimum 10 years’ experience in CAPEX project/procurement management (pharma/biotech preferred).
- Experience in plant construction and procurement, sales, and contract management.
- Fluent English required; German an advantage.
- Strong team player with ability to work in matrix organisations and interdisciplinary teams.
- Excellent business mindset , with strategic, analytical, and problem-solving skills.
- Initiative, adaptability, and resilience in a dynamic project environment.
- Technical background (ETH, FH, or similar) in process, chemical, mechanical, civil, or plant engineering advantageous.
Essential Experience: Procurement on large CAPEX projects (pharmaceutical sector preferred)
