Mech Tech Professionals have a full-time opportunity available for an experienced Proposal Engineer to work with a prestigious firm based in Blaenavon, Pontypool.
Our client, a well-established engineering firm known for its innovative design, precision engineering, and commitment to excellence in serving sectors such as manufacturing, automotive, and aerospace, is looking for a competent professional to start with them as soon as possible.
Overview:
As a Proposal Engineer, you will play a pivotal role in the pre-sales process - translating client requirements into competitive and compelling technical proposals and costings. Working closely with the sales, engineering, and project management teams, you will be integral to winning new projects and maintaining the client's strong reputation for tailored engineering solutions.
Key Responsibilities:
- Review, analyse, and interpret customer specifications including construction drawings, bills of quantities and project scopes li>Compile project cost estimates including material, labour, and production expenses li>Collaborate with the sales, engineering and manufacturing teams to assess project feasibility and compliance with contract specifications.
- Responsible for the conversion of initial customer enquiries to accurate priced quotations detailing equipment specification li>Dealing with clients and new prospects from a wide range of backgrounds, from multi-national companies to local engineers, OEMs to end-users
- Liaise with suppliers to obtain competitive quotations for materials / parts and subcontracted services
- Liaise with colleagues both internally and externally to provide timely and accurate quotations li>Growing sales through dealings with new prospects and by up-selling and cross-selling other Group company products where appropriate.
- Continuously refine the proposal process to improve efficiency and response time to clients
- Ensure equipment is manufactured and supplied in accordance with industry regulations and project specifications as outlined within the proposal.
- Provide effective feedback to the engineering team based on any product development opportunities, market trends and customer feedback
Further duties to include:
- ISO 9001 - Provide effective leadership and management in maintaining and continual improvement of the client's quality management system li>Provide effective management support in maintaining and developing the health and safety management system
- Maintain a safe system of work throughout the company and enforce the policies where necessary
Candidate requirements:
- A qualification in Mechanical Engineering and/or demonstrable experience of working in a similar role (Degree preferable) li>Previous experience in a Proposal, Applications, or Sales Engineering role (preferably within capital equipment or materials handling).
- Demonstrable experience of working in an engineering industry - good understanding of electrical engineering and control engineering li>Sound understanding of materials handling equipment, from both technical and manufacturing aspects ( i.e. screw conveyors, mixers, belt conveying, metering feeders, discharging aids etc) li>Experience and knowledge of working with different materials of construction (mild/carbon/stainless/aluminium/nonferrous) - Desired
- Knowledge and experience of supplying equipment and solutions to the food, aggregates sectors etc,
- Competency in the use of Microsoft Office
- Ability to read and understand 2D and 3D CAD drawings

The Company:
Our client is a long-established engineering and manufacturing business supplying bespoke heavy machinery and turnkey systems to the aluminium processing, recycling, and wider manufacturing industries. Their projects range from 50k machinery upgrades through to m full system installations, and they work with international customers across Europe, Canada, and the Middle East.
To support continued growth, they are creating a brand-new Proposal Engineer role to bridge the gap between engineering, purchasing, and sales, ensuring proposals are technically robust, commercially competitive, and aligned with customer expectations.
The Role:
Reporting jointly into Engineering and Finance, this role is critical in developing proposals for complex machinery systems involving hydraulics, automation, and large mechanical structures. You’ll be responsible for translating customer requirements into compliant engineering solutions, producing detailed layouts, costings, and proposal documentation.
Your Responsibilities will include :
- Developing and delivering technical proposals for heavy machinery systems, ensuring compliance with standards and the Machinery Directive
- Producing 2D layout drawings and proposal documentation using AutoCAD and SolidWorks
- Collaborating with engineering, sales, and project management teams to define scope, requirements, and costs
- Preparing detailed BOMs, cost estimates, timelines, and risk assessments
- Translating customer specifications into practical, cost-effective engineering solutions
- Supporting the development of hydraulic and automation system layouts for industrial environments
- Liaising with suppliers and subcontractors to gather technical and commercial inputs
- Contributing to design reviews and continuous improvement of proposal processes
Qualifications and Experience :
- Degree in Mechanical Engineering or related field
- Minimum 5 years’ experience in industrial equipment machinery design/proposals
- Strong knowledge of hydraulic systems, mechanical structures, and automation
- Proficiency in 3D CAD - (AutoCAD (2D) and SolidWorks (3D) would be highly beneficial)
- Experience in cost estimation, BOMs, and proposal documentation
- Familiarity with the Machinery Directive and CE marking requirements
- Strong communication, analytical, and organisational skills
