Responsibilities and duties of the Project and Programme Manager role
As the Site Project and Programmer Manager you will:
- Lead the delivery of multiple site-based capital and transformation projects, ensuring safety, budget, schedule, and quality targets are achieved.
- Develop and manage detailed project schedules, budgets, and cashflows aligned to stage-gate and governance processes.
- Establish and maintain robust project governance, risk management, and reporting frameworks.

Professional qualifications
We are looking for someone with the following:
- Proven track record in managing complex capital projects or programmes (typically 500k-10m) within an industrial or engineering environment.
- Strong knowledge of project management methodologies, governance, and stage-gate processes.
- Demonstrated financial acumen, including business case development, cost control, and commercial management.
- Experience leading multidisciplinary teams, including contractors and external partners.
- Relevant professional qualification in project management (e.g., APM, PMI, PRINCE2) or engineering discipline.

Senior Mechanical Staff Engineer to join the UK Logistics Engineering team of an Oil producing and Refining Company. The location of role would ideally be Milford Haven but Avonmouth or Cardiff terminals would be considered.
Providing Engineering Support for the Logistics Pipeline & Terminal business throughout the UK & Ireland and reporting directly to the Logistics Engineering Manager.
The appointed person will manage ongoing routine inspection programs for pipelines and above ground storage tanks. This will include developing repair strategies for any defects, reviewing and setting re-inspection periods by use of RBI systems.
The Engineer will be responsible for system design reviews, ensuring compliance with applicable National legislation and relevant industry codes and guidelines.
Role will also involve the management of assigned maintenance/capital projects relating to all aspects of the UK & Ireland fuel storage business.
Duties include:
- Responsible for developing and maintaining Logistics Terminal & Pipeline inspection programs, ensuring compliance with regulatory standards.
Coordinates and disseminates changes to the pipeline and tank integrity program to appropriate personnel.
Represent the company as SME responsible for asset integrity when dealing with the relevant industry regulators.
Completes technical engineering assessments (i.e., defect acceptance, change in operating conditions, and change in stress conditions).
Leads the development of defect acceptance criteria and repair procedures relating to pipelines and above ground storage tanks.
Leads the development of risk management programs. Use RBI (Risk Based Inspection) techniques.
Provides engineering support for design, installation, and startup of capital projects as required.
Performs cost tracking and status reporting for assigned projects.
Supervises company and contract personnel or engineering firms as needed.
Provides assistance and direction to other group engineers as needed.
Follows all safety rules and guidelines as established by the Company.
Reduces potential risk to public safety and environment and minimizes company liability.
Conducts design reviews of equipment and system installations to review installed systems meet compliance with industry codes & legal standards.
Updating company standards & procedures to reflect legislation changes.
Possesses and applies a broad knowledge of principles, practices and procedures of a particular field of engineering specialization to the completion of difficult assignments.
Competencies / Skills/ Education:
Degree Qualified Engineer (BEng Hons as a minimum) in Mechanical Engineering or relevant Engineering degree.
- Professional registration such as IMechE Chartered Engineer
- Minimum of 8 years’ engineering experience within a Terminal/Refinery environment required.
- Qualified to API 570 & API 653 inspection codes for pipework & tankage and EEMUA 159 Tank Assessor.
- Candidate must be proficient with and ASME piping and welding codes.
- Candidate should be familiar with overseeing the design and implementation of system repairs and upgrades and in reviewing the design and construction of existing systems against code requirements.
- The candidate should be familiar with risk-based inspection relating to above ground storage tanks.
- The candidate should be familiar with the operation of ILI inspection tools & managing the inspection data.
- Excellent computer skills to include Excel, Word, and Power Point required.
- Excellent verbal and written communication skills with the capability to work with corporate and operations personnel, senior management, as well as contract firms and other industry contacts required.
- Familiarity with databased Asset Management systems such as SAP, PCMS is desirable.
- Ability to work independently with little supervision as well as possess the capability to work efficiently in a team environment required.
- Ability to supervise company and contract personnel or engineering firms as needed to perform these functions.
- Ideally, the candidate shall also have experience in the whole project management cycle, from design to commissioning.
- Some travel will be required with this position.
