About the Team & Role:

Gloucestershire County Council are seeking to recruit to one permanent vacancy and one 12-month fixed-term vacancy for maternity cover.

You would be joining the Public Health and Communities Hub. We are a team who are committed to making a difference to the health and wellbeing of residents, and places and communities, to enable people to live healthy lives and reduce inequalities.

As a Senior Public Health Officer, you will work under the direction of Public Health Managers to lead and support a range of projects and programmes aimed at improving health outcomes. Working flexibly across the commissioning cycle, you will take a lead on commissioning activity, and work collaboratively with internal and external partners, to build on community strengths, and on evidence of what matters to local people and what works.

You will join a supportive team with a commitment to professional development to enable you to make your own contribution to improving and protecting the health and wellbeing of residents of Gloucestershire.

Please note: The permanent post is being advertised in anticipation of a vacancy.  Following interviews, any offer of employment will be conditional, and a formal offer may not be confirmed until October 2025.

About You:

Our ideal candidate will have experience of working in a commissioning environment, as a commissioner or provider, and experience of working on the determinants of health, for example, housing, environmental health, health and social care and/or public health.

They will have proven project management skills, self-initiative and the ability to work flexibly and build constructive relationships with people at all levels.

The Public Health and Communities Hub support the Council’s Agile working policy and expect team members to work an average of two days per their working week in the office, which is based in central Gloucester, and to attend ‘in person’ meetings as and when required. New starters will be required to come into the office more often in their first 3 weeks for induction.

You will lead the design and specification of a wide range of public health systems, including above and below-ground drainage, hot and cold water services, rainwater harvesting and greywater recycling systems, fire suppression systems, potable water treatment and distribution, specialist water systems, and gas services.
You'll also undertake detailed calculations, develop schematics, and produce technical reports and specifications. Part of your role will involve mentoring and supporting junior engineers, fostering their professional development.

**You will have the following:-**
+ Degree in Building Services Engineering, Mechanical Engineering, or a related field.
+ Chartered Engineer status (CEng) or actively working towards it.
+ Extensive experience (typically 7+ years) in public health engineering design within a consultancy environment, particularly in the UK market.
+ Demonstrable experience leading public health design on complex, multi-disciplinary projects.
+ Strong understanding of relevant British Standards, Building Regulations, and industry guidance.

About the Role

As a Consultant in Public Health, you will be a core member of the Public Health Directorate Leadership Team within Oxfordshire County Council. 

It is expected that, in addition to representing public health in key meetings within the council and wider system, your Consultant in Public Health initial job plan will have a number of responsibilities. In particular, you will help develop our work on healthcare public health and provide leadership for data, intelligence and surveillance. This includes working with local trusts and the Integrated Care System to develop new approaches to understanding the health and care system impact of public health programmes, supporting on population health management, and helping to deliver the prevention ambitions of the 10-year health plan. You will also lead the substance use portfolio, delivering on national strategic priorities through the Combating Drugs Partnership which attract additional grant funding. This includes working in partnership with the NHS, social care and criminal justice on a harm reduction and prevention approach to drug and alcohol use. Your work will support delivery of the Health and Wellbeing Board, whilst embedding a Marmot approach to address local inequalities. You will be managing a team of around than 10 people. 

The Consultant in Public Health post will contribute to public health teaching and audit and the management of public health staff in line with lead areas and will report to the Deputy Director of Public Health. 

Based in Oxford, you will be encouraged to form strategic relationships with local organisations across the County in order to develop joint work interests which align with the Council’s priorities.

About you

As a qualified Consultant in Public Health you will be expected to have the full range of skills and experience to lead across the broad spectrum of public health and to be able to flex lead areas as required. 


To be successful in the role, you will have:

  • a clear grounding in public health principles
  • a sound understanding of Local Government, the NHS and partnership working 
  • the ability to influence, persuade and make change
  • the ability to deliver targets and meet deadlines
