This position is open to Newly Qualified Social Workers (NQSWs) and Experienced Social Workers. (The starting salary for a NQSW is 4,902 per annum and this will rise to 7,185 per annum on successful completion of the ASYE programme).

As a Social Worker in the Young People with Disabilities Team, you'll be at the forefront of managing a caseload of extraordinary individuals aged 16 to 25, providing assessments, advice, and support. Variety in Action:

The work is diverse, involving the application of key legislations such as the Children Act 1989 and 2004, Children and Families Act 2014, Care Act 2014, Mental Capacity Act 2005, and others relevant to social care. You'll be conducting Transitions Pathway Assessments, Mental Capacity Assessments, Community Care assessments, and actively participating in the implementation and review of support packages/plans.

As part of the Children and Young People with Disabilities Service, you'll collaborate with various teams, including Child and Family Support, Preparation for Adulthood Advisors, Occupational Therapy, and the core Children and Young People with Disabilities team (0-16yr olds). The Opportunity

ECC Adult Social Care is making a transformational shift from a focus on long-term care support, to a model with four key principles: prevention, early intervention, enablement, and safeguarding. Enabling people, to access information and tools, to live independently and allowing a positive response to growing service demand in a sustainable way, within the financial constraints of ECC.

Working with Social Workers and Occupational Therapists, delivering bespoke intervention work, in accordance with the care plan, to vulnerable adults. The role may be required to manage a caseload, including assessment of risk through direct work, within a quality assurance process. A focus of the role will be to ensure vulnerable people are safeguarded in line with ECC's statutory obligations.

With relevant experience of working with vulnerable adults or educated to Level 3 (RQF). You will be passionate about engaging with and providing support in the community, working with partners as required.

Accountabilities

  • Assess social care needs and provide support to vulnerable adults, to enable them to live healthily and independently; maintaining high standards of professional practice which contribute to continuous improvement across the service and delivering the four key principles.
  • Contribute to the development of care and support plans that gain commitment to solutions to meet each individual's needs.
  • Works collaboratively with others, including placement team, to support the individual to commission care and support from appropriate providers; including developing their own employees through Direct Payments.
  • Accountable for working within the statutory legal framework, policy and guidance and determining when the threshold for statutory intervention has been reached in In line with legislative and organisational standards within the Care Act 2015 (e.g., MCA / DoLs / CHC etc.).
  • Responsible for highlighting issues and implementing plans to safeguard a vulnerable adult.
  • Building strong, effective relationships with clients, families and carers providing practical advice, support and, where necessary, acting as an advocate. Enabling vulnerable adults to live healthily and as independently as possible.
  • Work collaboratively across the service, with internal and external professional partner agencies to deliver joint objectives and ensure improved outcomes for vulnerable adults.
  • Provides information and advice in relation to involvement/accessing of third-party agencies relevant to the needs of the client (e.g., benefits agencies, immigration, and housing).
  • Attends meetings, reviews, case conferences and court hearings to provide information, insight, and evidence, providing reports where appropriate.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Experience within a social care setting, an NVQ/BTEC Level 3 or equivalent is desirable.
  • Evidence of continuing professional development and knowledge in relevant professional area.
  • Experience of building strong, effective relationships with adults, their families, and carers in times of challenge and crisis.
  • Experience of undertaking direct, activity-based work with adults.
  • Knowledge of legislative and policy guidance applicable within Social Care settings.

Private Fostering

Private Fostering is when a child/young person under 16 (18 if disabled) lives with someone who is not a close relative for more than 28 days. This is a private arrangement between a parent and another adult (private foster carer).

Once the team are notified about a private fostering arrangement, the worker will go out to visit the arrangement, undertake safeguarding checks and complete an assessment to ensure that the child/young person is safeguarded and that the private foster carers are able to provide a reasonable standard of care. The Private Fostering Team then continue to regularly visit the arrangement, offering ongoing advice and support.

The Private Fostering Team offers a countywide service and is based in County Hall Chelmsford.

The Role

  • Completing visits and assessments within required timescales.
  • To provide support and guidance to private foster carers through regular home visits and telephone contact, including at least one unannounced visit every year.
  • Direct work with children/young people.
  • To monitor and review the care provided by private foster carers to privately fostered children/young people in their care, ensuring that they provide a safe, healthy and nurturing environment in accordance with the requirements of Private Fostering National Minimum Standards.
  • To keep in regular contact with parents, keeping them up to date with information.
  • To work within the national minimum standards for Private Fostering 2005, Children (private arrangements for fostering) Regulations 2005 and Children Act 1989 and 2004 section 44.

Accountabilities

  • To work in partnership with professionals to ensure that children and young people have their assessed needs met.
  • Attend Child in Need or Child Protection meetings or reviews as required.
  • To participate in Private Fostering awareness raising to the public and professionals.
  • Attend private fostering team meetings monthly and other meetings such as team development and service development activities.
  • Attend supervision with the team manager once a month.
  • Complete private fostering assessments and other required paperwork within required timescales.
  • Ensure that written work is of a high standard and that reports are submitted in line with agreed time scales.
  • Work within all Essex County Council policies and procedures.
  • Ensure that Health and Safety is observed at all times
  • Undertake any other tasks deemed reasonable within the role of Private Fostering Social Worker.

The Experience You Will Bring

  • Diploma in Social Work, CQSW, CSS or equivalent.
  • Social Work England Registration as a Registered Social Worker
  • Evidence of continuing professional development
  • IT/Word Processing Skills
  • Evidence of recent practice at an experienced social worker level, supported by comprehensive working knowledge and experience within the field of practice in Children Services
  • Preferably with experience of Child Protection work including section 47 investigations and assessments since the implementation of the Children's Act 1989.Considerable, recent experience of communicating with children of all ages and working in partnership with parents and/or carers.
  • Experience in planning activities and programmes for children, young people and parents.
  • Experience of Court work in relation to Child Care matters and have an understanding of the legal process.
  • Detailed knowledge of current legislation pertinent to Child Protection (e.g. CA1989, CJA1991), Guidance and Regulations.

We welcome expressions of interest from Experienced and Newly Qualified Social Worker's (NQSW). The starting salary for a NQSW is £34,902 per annum, rising to £37,185 per annum upon successful completion of the ASYE programme.

About Our Social Worker Roles

We're an adult social care service that wants to see citizens of Essex have as much choice and control over the way they live their lives as possible. Our Social Workers work alongside people and their families and carers to help them think through what might help them get on with their lives in the way that works best for them. We do this within the framework of our statutory Care Act requirements. This means many of our conversations are framed as 'assessments', 'reviews', 'support planning' and 'safeguarding'. But our aim is always to listen and understand what matters to the person and then to work with them to think through how this might be achieved.

Mid Essex is at the centre of our county covering the Chelmsford, Braintree and Maldon area. With the only city in the County and rural villages it is a diverse locality to work in. Bordering all other areas of the county you will have the opportunity to work closely with colleagues across Essex County Council. This is also one of our most connected areas of the county, with excellent travel links including direct trains to London.

About You

If you're also a Social Worker registered with Social Work England with that winning combination of creative thought, reliability and practical ability to get things done, we'd really love to hear from you!

You'll have a broad understanding of our statutory responsibilities and a commitment to meeting these in a person-centred way.

You may have experience of chairing meetings, and you'll have an ability to develop strong relationships with partner agencies and the local community to provide a supportive framework.

Our Social Worker roles involve travelling around Essex. A driving licence and car - or the ability to meet the mobility requirements of the role through other means - is essential.
