Do you have in-depth knowledge of Public Sector Procurement regulations, such as the Procurement Act 2023, Procurement Regulations 2024 and Public Contract Regulations 2015?

CAST UK is hiring for a unique role for an organisation based in the Warrington area, which will see you lead on the delivery of procurement reform and ensure new public sector procurement regulations are fully embedded into company policies and processes.
Key Responsibilities
- Act as the lead on all aspects of procurement quality and compliance within the business
- Support the Procurement team with all queries regarding compliance with existing and previous public sector procurement legislation
- Plan and provide training to the Procurement Team on quality and compliance related matters.
- Maintain and update templates to ensure they are well aligned with all necessary regulatory requirements, case law and best practice
- Develop and roll out standard Procurement processes, procedures and systems, and act as the Super User for the company's e-tendering platform
- Provide advice on procurement related matters such as TUPE / GDPR and amendments to standard contracts, terms and conditions
- Liaise with external legal advisors on more complex queries
Ideal skills and experience
- Extensive knowledge of public sector procurement regulations, including PCR 2015, PA 2023 and the Procurement Regulations 2024.
- Previous experience / exposure to Public Sector Procurement
- Previous experience of leading projects on Procurement Reform, Process and Procedures and/or Procurement Systems
- Honed communication, influencing and negotiation skills

**Primary Job Duties & Responsibilities**
+ Profitability.
+ In accordance with product leadership, executes long and short-term business and underwriting strategies to effectively achieve profit and growth objectives for assigned area.
+ Participates in the development of strategic business planning activities that are designed to increase the presence of the business unit in the market; retain the appropriate mix of business; and achieve overall growth and profit objectives.
+ Monitors portfolio profitability and achievement to plan on an ongoing basis via relevant management information (MI) and general production highlights MI templates.
+ Participates in the establishment of underwriting and marketing strategies and standards that reflect market competitive conditions and, at the same time, meet Travelers growth and profit goals.
+ Marketing/Underwriting.
+ Directs all marketing and underwriting activities to ensure that production and underwriting objectives with respect to profitability are achieved. Marketing and underwriting responsibilities include, but are not limited to:
+ Meeting with broker personnel to maintain and develop positive and productive relationships.
+ In this capacity, assuring that contractual commitments are met and production opportunities are maximised.
+ Representing the company and underwriting strategy in the area to brokers, employees and the community.
+ Working with other business units as appropriate to support market presentation objectives and seek out cross sell opportunities as appropriate.
+ Leading the Team.
+ Acts as the business leader, directing and managing the delivery of excellent customer and broker service.
+ Develops and maintains effective relationships with other Travelers resources (e.g. Distribution, Risk Control, Claim, Operations, etc.) to ensure delivery of all related service to clients.

**Minimum Qualifications**
+ Extensive business leadership, knowledge of industry and/or underwriting and sales experience in area of expertise required.

+ ACII qualification preferred
+ Degree level education preferred
+ Thorough knowledge of the underwriting and sales discipline within a business insurance environment preferred
+ Thorough knowledge of assigned product with evidence of very strong relationships with the panel of brokers who provide business to the relevant segment preferred.

We are looking for passionate professionals who have a strong experience working with Lead Local Flood Authorities and have a competent understanding of key legislation and policies such as the Flood and Water Management Act, The Land Drainage Act and the National Planning Policy Framework (in relation to flood risk and drainage). With preferred strengths in flood risk management and sustainable drainage you will ideally have familiarity with other water environment disciplines to aid delivery of more complex projects for a range of clients.
The appointment would be at Senior or Principal grade, depending on experience. We can be flexible on location within the UK and offer a true hybrid work arrangement.
You will contribute to a diverse range of projects but the main focus of your work is likely to be delivering and taking technical lead roles on flood risk management projects for local authorities which can include large range of projects including; flood investigations, developing flood strategies, helping deliver solutions for flood alleviation, natural flood management, sustainable drainage master-planning, and supporting the planning process to ensure the most sustainable solutions are achieved for the water environment.
Your work will be varied but will include some technical, management and commercial responsibilities. Sharing your technical expertise and mentoring others in the team will also be an important part of your role.
**Responsibilities will include:**
+ Significantly contributing to delivery of good quality technical deliverables to clients, often as technical reviewer.
+ Supporting and mentoring junior colleagues, overseeing small project teams.
+ Managing workload and project delivery with minimal supervision.
+ Demonstrating positive H&S behaviours and championing this amongst the wider team.
+ Contributing to the planning of tasks/projects providing input to programme, budget, and quality requirements.

**What we will be looking for you to demonstrate.**
**Skills / Experience**
+ Experience working in flood risk management with local authorities or a combination of public and private sector flood risk management experience.
+ Demonstrable experience of understanding budgets and leading delivery of projects or technical outputs related to flood risk management or sustainable drainage.
+ Understanding of the Flood and Water Management Act 2010, the Land Drainage Act the Planning Practice Guidance: Flood Risk and Coastal Change and its application for management of flood risk for Local Authorities in the UK. Desirable wider knowledge of the regulatory context for planning in the UK.
+ Excellent communication and interpersonal skills. Experience in supporting and/or mentoring more junior colleagues whilst having the ability to successfully liaise with more senior colleagues when needed.
+ Knowledge and understanding of surface water drainage modelling and Sustainable Drainage Systems.
+ Experience in preparing Local Flood Risk Management Strategies and Strategic Flood Risk Assessments.
+ Demonstrable experience in technical report writing and checking.
+ Confidence in presenting and leading meetings with team members and clients.
