Description
The Head of HR & Development is responsible for creating a best in class employer brand to attract, engage, develop and retain the best talent, optimising people performance to deliver the company's 2028 ambitions.
- Collaborates with the senior leadership team to design and deliver an overall people strategy and plan to achieve the organisational objectives and company ambitions
- Defines HR initiatives, company policy and procedures.
- Provides strategic counsel on all people matters.
- Facilitates the development of HR processes and services to support business strategies.
- Develops the company culture and creates an employer of choice.
- Creates and manages the HR function's annual budget.
- Contributes to the long- term goals of the organisation, including talent acquisition and succession planning.
- Operates globally supporting the People Strategy for Global Operations, including established and other emerging sites.
- Monitors and proactively highlights the effectiveness of people management and HR practices/processes for the business to initiate, plan and manage change.
- Manage, coach and develop the HR team.

- Ensure risks are identified and raised with a resolution agreed.
Profile
This exciting Head of HR & Development role requires an individual with broad experience and an entrepreneurial spirit. You will need to be/have:
- Experience operating at senior board level in a fast paced business, preferably with an international remit.
- Experience designing and delivering leadership programmes and interventions.
- Experience of training needs analysis and the creation and implementation of a learning academy.
- Extensive experience in Human Resource Management and a qualified member of the CIPD.
- A strategic thinker with a pragmatic hands-on approach.
- People management skills and experience.
- Coaching experience.
- Ideally experienced in both large and SME businesses in a similar sector.

**A little more about your role.**
Our Development Planning team is seeking a Principal Development Planner to join our growing integrated Development team in Basingstoke. Your role will include working on a range of projects from commercial, retail, and residential through to Local Development Framework Representations, developing transport strategies, and support with Expert Witness evidence. We support private sector clients with taking development proposals through the planning process; and support public sector clients with developing transport and parking strategies, business cases, and scheme development. The team works closely with our Highways, Services, Structures and Environmental teams, as part of our teams remit to lead larger multi-disciplinary development proposals.
You will be leading the day to day technical transport planning input into Development planning projects, alongside performing a project management and leadership role on projects where appropriate. This will include mentoring our Early Career Professionals to assist you in the delivery of projects.
Leading our transport planning input into small to medium scale projects, and working with senior colleagues to assist in the delivery, management and leadership of complex multi-disciplinary projects. Further developing your existing commercial skills, and growing your professional network to assist with Business Development.
**What we will be looking for you to demonstrate.**
+ Experience of leading the technical work on some or all of the following: Transport Assessments, Travel Plans, access strategy work, parking strategies, sustainable transport and active travel provision, and working with guidance such as NPPF, DfT Transport Assessment guidelines, Manual for Streets;
+ Expertise in preparing traffic flow information for use in a Transport Assessment and/or Environmental Statement;
+ Expertise in the set up and running of junction capacity modelling software such as Junctions 10 and Linsig, and the understanding of inputs, outputs and scenario testing;
+ Experience of project management (e.g. budget planning, resource planning, invoicing) on small to medium scale projects;
+ Capability of carrying out and/or supervising conceptual junction design (priority, roundabout, signals);
+ Good communication skills and the confidence to lead discussions with Clients, members of our project teams, co-professionals and other project stakeholders;
+ Ability to share knowledge and mentor others, in particular Early Career Professional colleagues, on your areas of technical expertise;
+ Expertise in day to day software packages such as Excel and Word;
+ Have a growing professional network of co-professionals and clients;
+ You will be an experienced Engineer/Transport Planner with significant knowledge and hands on post graduate experience.
+ Ideally you will have or be pursuing chartered status in a transport related discipline.
