The Team
- VLL, in line with its industry peers operates a 3 Lines of Defence(3LOD) risk management model.
- This role is within the 1st Line Risk and Controls Team.
- The Team supports both the Technology and Operations (T&O) functions to ensure compliance to VLL risk management policies and standards including the Control Management Framework
- The Team manages the T&O 1LoD agenda, oversees the governance activities, and provides visibility through reporting and dashboards at all organisational levels. It supports the T&O teams in ensuring consistency in methodology use, assessment processes, and reporting against plans/results, while promoting risk awareness and a proactive risk culture.
- The team operates separately from business operations to ensure that control testing is conducted independently.

Role overview
- Conduct Control Testing across T&O domains
- Collaboration with Control Owners and Operators
- Support and education on Control Testing to 1LoD teams
- Reporting on progress against plan, results and follow-up activities
- Reporting key risk information to appropriate governance forums
Responsibilities of the role
- Conducting control testing across Technology & Operations (T&O) domains in line with the Annual Test Schedule, the VLL Controls Management Framework, supporting processes, and governance
- Collaboration with Control Owners and Operators to gather evidence, identify control gaps, and documenting issues and actions to close any identified gaps
- Identifying areas for improvement to ensure effective, efficient and visible processes and supporting documentation
- Collaboration with colleagues from the 1.5 and 2nd line risk functions
- Consolidating, reviewing and reporting key Control Testing information to appropriate governance forums, key stakeholders and 2LOD functions
- Supporting the development and/or implementation of applicable procedures to enable effective 1LOD adoption of VLL's risk management policies and processes
- Supporting and deputising for the Director of 1st Line Risk & Controls in the discharge of their responsibilities, including performance management and mentoring/coaching of team members as required
- Present and engage effectively with senior leaders across Vocalink and Mastercard
Relevant experience
- Experienced in control testing in a Technology environment (Mandatory)
- Investigative and analytical experience (e.g. enquiry, scanning, analysis, interviewing, testing) (Mandatory)
- Creation and presentation of reporting on control data/plan schedule for audiences at all levels (Mandatory)
- Stakeholder management in an environment with competing priorities (Mandatory)
- Experience in delivering presentations and engaging with senior leadership at the Executive level and above (Preferred)

- Excellent communication skills (both written and oral)

We are excited to offer a fantastic opportunity for a Permanent Testing and Commissioning Manager - Signalling to join our dynamic Eastern & Southern team at York or Bedford. Hybrid working 37.5 hrs per week.

In this role, you will provide testing engineering and management, to ensure that all projects undertaken are delivered to the necessary contractual, timescales in line with the client's requirements

This role offers you the unique opportunity to work with one of Network Rail's main contractors on Signalling, Telecoms and OLE frameworks and the development and deployment of Amey's Digital Signalling System.

What You'll Do:
  • To plan and manage testing activities on projects and schemes as allocated by the Operations Manager, ensuring that each project is undertaken to all customer requirements.
  • Work closely with the Project Manager and relevant Design Manager to develop the overall project strategy for the most effective delivery of the project.
  • Produce and check all documentation required by the client for allocated projects (these may include Testing Strategies, MTP, PTP Testing / Commissioning Plans). Documents to take into account specific staff requirements, possessions, work programme, risk assessment and safe methods of working to meet customer requirements
  • To ensure all resources are deployed in an efficient manner
  • To report progress of testing to the Operations Manager and / or Project Manager as required.
  • Plan and implement the testing / commissioning activities for the allocated projects, ensuring that testing is carried out to the requirements of SWT. Ensure testing documentation is completed to the laid down standards and in the required timescales
  • Organise subordinate staff to undertake duties consistent with their ability and competence. Instruct and supervise subordinate staff as required to complete testing activities in accordance with the SWTH
  • Ensure that when working on site all site-specific rules and regulations are adhered to by themselves and by all testing staff allocated to the project and under their control.
  • Ensure that all Company / Project Safety Instructions are briefed to subordinate staff and adhered to.

In this role, you will provide testing engineering and management, to ensure that all projects undertaken are delivered to the necessary contractual, timescales in line with the client's requirements

This role offers you the unique opportunity to work with one of Network Rail's main contractors on Signalling, Telecoms and OLE frameworks and the development and deployment of Amey's Digital Signalling System.

What You'll Do:
  • To plan and manage testing activities on projects and schemes as allocated by the Operations Manager, ensuring that each project is undertaken to all customer requirements.
  • Work closely with the Project Manager and relevant Design Manager to develop the overall project strategy for the most effective delivery of the project.
  • Produce and check all documentation required by the client for allocated projects (these may include Testing Strategies, MTP, PTP Testing / Commissioning Plans). Documents to take into account specific staff requirements, possessions, work programme, risk assessment and safe methods of working to meet customer requirements
  • To ensure all resources are deployed in an efficient manner
  • To report progress of testing to the Operations Manager and / or Project Manager as required.
  • Plan and implement the testing / commissioning activities for the allocated projects, ensuring that testing is carried out to the requirements of SWT. Ensure testing documentation is completed to the laid down standards and in the required timescales
  • Organise subordinate staff to undertake duties consistent with their ability and competence. Instruct and supervise subordinate staff as required to complete testing activities in accordance with the SWTH
  • Ensure that when working on site all site-specific rules and regulations are adhered to by themselves and by all testing staff allocated to the project and under their control.
  • Ensure that all Company / Project Safety Instructions are briefed to subordinate staff and adhered to.

What You'll Bring:
  • The job holder will have been successfully assessed by Network Rail for Tester in Charge duties for 'minor', 'complex' or 'major' works.
  • Extensive experience of UK main line signalling practices and equipment.
  • SWTH Modules: - 1 (major works) or (complex) & 3BI & L. (Signalling works testing handbook)

  • Strong Java (11/17/21) development experience and knowledge of the Spring Boot framework .
  • Experience with test frameworks such as Cucumber, REST Assured, and WireMock.
  • Hands-on knowledge of front-end testing frameworks such as Selenium.
  • Experience in accessibility testing in line with WCAG standards.
  • SC Security Clearance (or eligibility) required to access production logs.

The Senior Test Automation Engineer position at JHI is targeted towards experienced professionals who have a proven track record in leading test automation projects and mentoring junior engineers.
