You’ll be passionate about using data and statistics, working closely with key stakeholders to deliver high-quality, insightful analytics that influence decision-making and improve patient care and outcomes.
You’ll bring extensive data analysis skills, a desire to fully understand questions and scenarios, and the ability to provide recommendations where answers aren’t always obvious.
You’ll work both autonomously and as part of a team across a portfolio of projects, providing expert knowledge of national standards, in-house designed statistical intelligence, and insightful apps. You’ll promote the proactive use of intelligence and support the Trust’s data-driven strategy.
We offer flexible working with a blend of office and home-based arrangements.
This vacancy is open to internal and external candidates. NHS employees should ideally secure managerial agreement for secondment prior to applying, as this will be a condition of any offer. The post is fixed term for 12 months to cover a secondment and will end after 12 months or when the substantive post holder returns. Whilst this post is advertised on a fixed term / secondment basis there is the potential that this post may become permanent in the future.
To work within the Elective Care Team in the provision of an Analytics and Business Intelligence service to the Trust, its Divisions, Corporate Functions and Commissioners.
The post holder will support the Analytics Service in the creation or interpretation of analytics.
The role will also support the design and rollout of data reporting structures and interactive dashboards and will aid the Data Technology Teams during their production.
The post holder will require good analytical, technical and communication skills in order to aid the production of accurate & robust statistics & intelligence.
The post holder will understand their stakeholder’s strategic direction, as well as current issues, in order to know how to prioritise & manage their workload to ensure the most effective outputs are delivered at the right time.
The post holder should have a good awareness of the Trusts external environment to identify & respond to variations from the local or national trends.

Responsibilities- To take a lead role in the implementation and monitoring of reporting mechanisms to improve Management Decision Making process.
- To lead in the provision of data intelligence and advice to the Divisional Director of Performance, Divisional Clinical Director, Performance Managers, Divisional Heads of Department and other managers within the relevant Directorates.
- To collaborate with the Divisions in their annual performance, business and commissioning planning processes.
- Meet with stakeholders to ensure that any potential opportunities or issues are identified early enough for action to be effective.
- To have responsibility for any intelligence produced, validated or submitted by the post holder and within the team under their direction.
- To support the quality and safety improvement within the division by providing analysis and guidance on measurement, reporting and data capture requirements.
- Integrate into the associated division / function and work alongside performance leads, clinicians, managers, accountants to fully understand their requirements.
- In collaboration with the Division, produce and review regular monthly assurance reports. Provide advice and support to divisional staff to aid interpretation of the reports and alerts to key managers with regards to anomalies and adverse variances.
- Liaise with the accountants to ensure a full understanding of activity issues affecting financial performance in order that the divisions can be supported with appropriate intelligence in understanding pertinent action and decisions necessary to rectify poor performance.
- Play a key role in obtaining divisional agreement and ownership of performance targets.
- Set the standard for reporting of activity and performance, as well as reporting styles and formatting for the other DAA Analysts to follow.
- Undertake constant horizon scanning to keep ahead of what is coming next to be prepared and aware of any business opportunities through review of benchmarking tools, advising and support the division / Trust accordingly.
- Produce sensitive and confidential data for ad-hoc requests. Liaising with other departments and outside agencies to ensure that all deadlines, particularly tight deadlines, are met.
- Perform complex patient based analyses from Trust’s systems to tight deadlines. To use the tools provided primarily by (but not restricted to) the data warehouse.
- Interpretation of national guidance/definitions and instigate and oversee the implementation of changes to the data warehouse.
- Support the data quality responsibilities of business intelligence projects through the identification of data anomalies, provision of appropriate analyses and participation in investigations / audits.
- Attend / participate in Trust training programmes, both within the department and with multi-disciplinary audiences.
- To be aware of national developments within the NHS and the wider business intelligence community, and lead on ensuring the department stays up to date in actioning to its reporting.
- Provide training sessions on a group or individual basis as and when required.
- Work with users to resolve problems and issues with Business Intelligence reporting.
- Work with clients in developing new BI reporting solutions and ensuring effective capture of end user requirements.
- Document all procedures and work closely with Digital Teams to ensure the ongoing improvement in Trust recording and configuration of systems.
- Support and promote the Trust’s DAA Strategy.
- Produce and safeguard sensitive and confidential data for ad-hoc requests.
- Liaise with other departments and outside agencies to ensure tight deadlines are met.
- Research and drive innovation, and where possible, explore automated approaches for BI reporting.
- Assist with the identification of efficiencies, while being able to understand and explain the potential knock-on effect to quality and performance.
- Provide the wider Trust with expert knowledge and understanding of the Trusts datasets, with the ability to explain the connection to operational processes.

Overview
Working within the Service Delivery Team, the post holder will be responsible for either first line or second line resolution of incidents logged with the Service Desk by computer users throughout the Trust for Telecoms related issues. The post holder will be expected to triage all incidents and use his / her own skills to provide a resolution or temporary work around. Where a resolution cannot be provided and additional problem solving is required, the call will be assigned to a suitable analyst or team. To perform assessments of requests for additional work, to ensure that all technical information necessary is gathered to enable a speedy completion of the job. Responsible for advising Trust staff with technical specifications of IT equipment for purchasing purposes and update the Self Services pages where appropriate. Assist with any ongoing projects within the IT Services department. The post holder will be required to travel to other hospital sites or offices therefore travel is an essential part of this role. To undertake this post, you must be able to drive and have access to a vehicle. Should you not meet this requirement due to a disability, you are of course able to apply and a discussion regarding whether reasonable adjustments could be made to the role would take place before any offer is confirmed.
Responsibilities- Staff will be providing first line support, by triaging calls coming into the Telecoms Team and providing telephone or remote support.
- Provide second line support, which includes attending all WWL Trust Sites, that we support which includes our main sites of Leigh, RAEI, Wrightington, Buckingham Row, but this list is not exhaustive.
- Assess requests for additional work, gathering appropriate technical information before logging, to ensure the work can be completed with the minimum interruption to the user.
- Assist with planned Service Requests
- Provide technical assistance to other members of the IT Services Department as and when required.
- Actively check for new updates, possible solutions to faults and general information on the internet with regards to anti-virus, software and hardware.
- To become fully conversant with the IT Services Department Service Charter. To become fully conversant with the computerised Call Logging system and ensure that the documentation database is maintained in accordance with the defined quality standards
- Monitor all calls within the required workload and ensure Service Level Agreements are met and highlight any possible delays to the Telecoms Manager.
- Produce reports and statistics from the Call Logging System, if required.
- Ensure data quality of IM&T Service Desk.
- Ensure all Incident / Service Request journals and resolution details are recorded effectively with an accurate account of events, and in a timely manner in-line with Service Level Agreements.
- To be the technical contact for suppliers responding to calls and to ensure that supplier response times are met. If deadline is missed then invoke the correct escalation procedure.
- Participate in hardware and software developments, networking upgrades and changes and ongoing projects within the IT Services Department.
- Excellent communication and team working skills with colleagues is essential. Also be able to work on own initiative as necessary.
- Communicate effectively, building good working relationships with users, departmental managers and external suppliers.
- To ensure any calls which cannot be resolved immediately, are escalated to the Telecoms Manager.
- To ensure any calls not directly resolved by the Telecoms Team are escalated to the relevant IM&T Department staff, Trust business division or external supplier, within timescales identified by the Service Charter / Trust business division.

The successful candidate will have proven experience in this field including specialist knowledge of IT systems such as Picture Archive Communication Systems (PACS), Radiology Information Systems (RIS), Image Exchange Portal (IEP), and Artificial Intelligence (AI) Solutions.
As the Deputy PACS/CRIS manager, you will assist in the management and development of the IT systems supported by this post, maintaining effective service delivery and responding to evolving clinical and non-clinical service needs. The post holder will have extensive knowledge in all issues relating to and affecting PACS and associated clinical systems, leading on projects to support service development, quality, and improvements. It will also be essential to support training and development of clinical and non-clinical staff in relation to PACS/digital imaging systems.
The post holder will work closely with the IT, IM&T, and Radiology teams to ensure that the clinical images are available where required for patient management, diagnosis, and treatment, and will liaise closely with all clinical teams and departments. The Deputy PACS/CRIS manager will also work closely with our external suppliers to ensure the PACS and CRIS system is fully functional to its required performance. This position is critical in maintaining operational flow, maintenance, and the development of services and systems within the scope of the role.

- Work with the PACS Manager, Clinical Informatics Manager, IM&T Teams, and other members of the Radiology team to assist in developing and implementing service improvements made possible by PACS/CRIS systems.
- Have knowledge of work practices in Radiology in regard to adhering to broad guidelines and DoH with regard to PACS/CRIS issues, e.g., data sharing.
- Take responsibility for the day-to-day organisation and maintenance of PACS and its data.
- Be involved in communication between the Radiology Department, Trust IT Department, PACS, and imaging equipment suppliers, helping to coordinate system upgrades and new developments.
- Maintain an accurate log of PACS and imaging assets showing their current performance status and system information (IP address, location, reference number, etc.).
- Monitor and maintain procedures for recording faults.
- In conjunction with PACS & CRIS managers, PACS Team, and IT Helpdesk, provide technical knowledge on IT problem-solving and fault resolution to include PCs and other system peripherals monitoring faults to identify problem areas. This will be done using Hornbill.
- Work closely with modality leads, radiologists, radiographers, clerical staff, and CRIS/PACS and External imaging suppliers.
- Administer, together with PACS and CRIS manager, PACS Team, and supplier, system operations including interfaces and attached devices, printing, housekeeping, archiving, and ensuring daily backup of critical servers are being performed.
- Participate in clinical audit.
- Monitor staff competence and provide further training when necessary.
- Work quickly and accurately to meet deadlines.
- To perform radiography as required in keeping with Departmental protocols - This is expected to be an average of 2 days per month to maintain clinical skills.
- To set high standards of radiography as determined by Standard Procedures and Directorate Policies.
- To be responsible for the correct care of patients attending for diagnostic imaging.
- To ensure Picture Archive Communication Systems (PACS) images are in keeping with standards required in department protocols.
- To assess a radiological referral is relevant in keeping from Ionising Radiation Medical Exposure Regulations (IRMER) 2018.
- Participate in data collection and audit for the trusts expanding artificial intelligence portfolio.
- Support implementation of innovative radiology/digital solutions, e.g., Artificial Intelligence.
- Have a high level of dexterity, correlation, and sensory skills and a high level of coordination to do complex physical skills to manipulate patients safely for positioning and equipment with precision on a daily basis.
- To be able to demonstrate a high degree of physical coordination to be able to use keyboard skills to manipulate images and for data entry.
- Have high visual skills for imaging interpretation.
