The Global Partnerships team is looking for a Manager, Account Management to drive our digital assets and blockchain customer strategy forward by consistently innovating and problem-solving. The ideal candidate is passionate about the customer experience journey, digital assets and blockchain technological developments, highly motivated, intellectually curious, analytical, and possesses an entrepreneurial mindset.
Role In this client-facing position, you will
- Manage all global account management tasks in line with Mastercard best practices and ensure that we successfully deliver on our strategy, achieve our commercial targets and remain a critical partner to leading crypto and blockchain native companies around the world
- Drive relevant product innovation based on the feedback we receive from our customers
- Further embed Mastercard in the global crypto and blockchain industry by establishing relationships with exchanges, wallets, layer 1, onramps and similar relevant entities
- Deliver on Mastercard acquiring and issuing revenue targets and product targets, driven by the digital assets and blockchain segment

**Team/Role Overview:**
Serving clients in 95 countries, Services provides integrated payments and collections, liquidity management, short term financing and trade financing, Investor Services (including Custody, Fund Services and Execution Services) and Issuer Services solutions to multinational corporations, financial institutions, public sector organizations and increasingly mid-sized corporate clients with global needs. These services are supported by our extensive on-the-ground local market expertise, innovative technologies, customized data solutions and a wide range of solutions that can be tailored to meet clients' needs.
Both the Controls and Regulatory Management team as well as the Financial Crime and Reputational risk team are responsible for ensuring proactive, effective, and sustainable risk management within the Services business which is one of Citi's five interconnected businesses lines.
The Risk and Controls Director for Digital Assets is a first line role responsible for supporting the Services businesses in managing and mitigating financial crime (AML, Sanctions, ABC & Fraud), regulatory and reputational risks end-to-end. This role will work with the global and regional Products, Business Risk, Operations, Technology and Compliance teams to identify and assess emerging risks to ultimately ensure there is a control infrastructure in place can address them in a meaningful and effective manner. Equally, the incumbent will ensure adequate mapping and ongoing assessment of existing controls, focusing on their effectiveness, as well as adherence to existing groupwide and local policies and applicable regulation.
The role will assist the prompt identification of control issues, root cause assessment, sustainable and robust issue resolution and appropriate escalation. The individual will also work with counterparts across other Citi lines of business to share control best practices, emerging risks and support management of financial crime and other regulatory risks holistically across the firm.
The role requires a broad and comprehensive understanding of digital assets and of the risks associated to this asset class, as well as effective means to mitigate them. Requires solid conceptual/practical grounding in Risk Management, compliance, and operational controls, together with industry and peer best practices.
**What you'll do:**
+ Understand business-owned products, services, as well as corresponding financial crimes-related controls, and processes (e.g., customer, relationship, and transactional screening).
+ Provide financial crimes & regulatory compliance/risk management subject matter expertise to the Services businesses to ensure the design and implementation of a coherent and effective control environment.
+ Support design and ongoing adaptations of the control framework to ensure effective and robust risk management.
+ Drive execution ensuring compliance with applicable laws, rules, and regulations.
+ Ensure adequate mapping of risk and processes and clear control ownership.
+ Create & maintain a robust partnership with the business heads, operations, technology and the second line of defence.
+ Escalate, assist management and reporting of control issues.
+ Drive a consistent and holistic approach to Financial Crimes, Reputational and Regulatory risk management across Services Digital Assets.
+ Ensure early engagement on new business initiatives to provide timely support of commercial priorities and full adherence to global and regional risk management policies and procedures.
+ Conduct reviews of control processes and procedures to ensure that both controls and processes are in keeping with policy and business expectations.
+ Assure that controls have been implemented consistently, with appropriate supporting documentation.
+ Maintain and expand current knowledge and understanding of product innovation, client needs and of changing regulatory requirements to continuously assess impact and changes needed to existing control environment.
+ Serve as an escalation point for issues or emerging from Services Operations, and Technology.
+ Maintain oversight through review of metrics, monitoring of activity, and tracking of corrective action plans.
+ Prepare and provide regular updates to senior management and various governance committees on control issues and/or enhancements.
+ Work with other Control and in-business risk teams to ensure a consistent holistic approach to risk management.
+ Ensure robust and adequate reporting to senior management.
+ Help identify opportunities for streamlining processes and implement efficiencies that will lead to enhanced client experience.
+ Support the timely response to regulatory inquiries.
**What we'll need from you:**
+ Significant experience in financial crime/regulatory compliance or risk management in both a bank and VASPs.
+ Financial Crime certification preferred (ACAMS, ACSS etc.).
+ Strong professional experience in Financial Services, in Financial Crime and/or Compliance or Business/Product Operations and/or Risk & Controls with focus on Digital Assets.
+ Knowledge and understanding of blockchain technology and digital assets (i.e. stablecoins, cryptocurrencies) and related financial crime risks.
+ Understanding of Global Crypto Regulations and VASP Licensing & Compliance requirements.
+ Excellent interpersonal skills.
+ Able to work independently and deliver according to strict timelines and quality standards.
+ Demonstrated ability and confidence to challenge business management, escalate issues and press for change.
+ Good oral and written communications skills; must be articulate and persuasive with the judgement and authority to provide insightful commentary to senior stakeholders.

**Key Responsibilities**
**Strategic Leadership & Framework Development**
+ Lead the design, implementation, and continuous improvement of the digital assets risk management program, balancing innovation with commercial viability within the risk framework.
+ Develop, maintain, and continuously enhance the Digital Assets Risk Management Framework, including policies, standards, procedures, and controls, ensuring alignment with current regulatory expectations.
+ Serve as the primary First Line of Defense contact and risk oversight lead for all digital asset initiatives within Investor Services.
+ Evaluate and challenge digital asset use cases, models, and emerging technologies from a risk and compliance perspective.
**Regulatory Compliance & Oversight**
+ Act as the primary subject matter expert on regulations such as the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), OFAC, FinCEN guidelines, and other relevant financial regulations pertaining to digital assets.
+ Develop, implement, and maintain a robust and effective risk and compliance program tailored to the unique risks of digital assets.
+ Oversee transaction monitoring systems and processes to detect and report suspicious activities (SARs) in accordance with regulatory requirements.
+ Ensure the robust implementation and ongoing effectiveness of Know Your Customer (KYC) and Customer Due Diligence (CDD) processes.
+ Stay abreast of emerging regulatory trends, enforcement actions, and industry best practices in the crypto compliance space.
+ Serve as the primary liaison for regulatory examinations, internal audits, and external assessments related to compliance, coordinating responses and remediation efforts.
**Risk Assessment & Management**
+ Conduct regular risk assessments specific to digital asset activities, identifying potential vulnerabilities, and implementing effective mitigation strategies.
+ Design and implement market risk management strategies and policies to identify, measure, and manage market-related risks, including the unique volatility, liquidity, regulatory, and smart contract risks of digital/on-chain assets.
+ Integrate digital risks into broader Services risk management frameworks, understanding inter-relationships with second line of defense risk functions.
+ Ensure appropriate digital controls, including patches for vulnerabilities in critical assets, and align with IT compliance frameworks such as NIST, COSO, COBIT, and ISO 27001.
+ Identify risk levels and associated controls using quantitative and qualitative techniques.
**Stakeholder Collaboration & Communication**
+ Partner with key stakeholders (Product, Operations, Technology, Data, Legal, Compliance, Audit,) to align digital asset risk management with enterprise objectives.
+ Report on digital asset risk posture to senior leadership across the business and firm.
+ Provide expert advice and guidance to senior management and various departments on compliance matters.
+ Foster a strong risk culture, promoting accountability and effective risk management at all levels.
**Team Leadership**
+ Build, mentor, and lead a high-performing risk and compliance team, fostering a collaborative and growth-oriented environment.
+ Oversee all people management functions for the team.
**Qualifications**
**Experience**
+ Minimum of 10-15+ years of progressive experience in risk management, audit, model governance, or AI/Digital Asset development within a large financial institution, regulatory body, or related field.
+ Demonstrable experience (3-5+ years) in the digital asset and blockchain industry, with a deep understanding of tokens, staking, digital funds, crypto custody, DeFi, NFTs, stablecoins, and tokenized assets.
+ Proven expertise in designing and managing BSA/AML programs within regulated financial institutions.
+ Experience working with regulators (e.g., NYDFS, OCC, SEC, MAS) including new product non-objection submissions and responding to regulatory inquiries.
+ Track record of influencing change and delivering results in a dynamic, multinational organization.
+ Experience in developing and implementing compliance policies, procedures, and internal monitoring controls.
**Skills & Knowledge**
+ Deep understanding of blockchain technologies, regulatory expectations and enterprise risk principles.
+ Strong analytical, quantitative, and problem-solving abilities with a keen eye for detail.
+ Familiarity with IT compliance frameworks such as NIST, COSO, COBIT, and ISO 27001.
+ Excellent communication (written and verbal), presentation, and interpersonal skills, with the ability to articulate complex regulatory concepts to diverse audiences, including executives and shareholders.
+ Proven leadership and team management capabilities.
+ Ability to work independently, manage multiple priorities, and thrive in a fast-paced, evolving environment, comfortable with ambiguity and uncertainty.
+ Proficiency in data analysis techniques and visualization tools (e.g., Tableau) is a plus.
+ SQL and Python programming experience are a plus.
+ Strong project management skills.
