About The Role
To assist in leading the continuous development and delivery of Stevenage Borough Council’s Planning and Regulatory Service technical support team and ensure that it provides the full range of statutory and non-statutory and planning and regulatory processing services in line with the Service objectives, including optimising efficiency and service quality outcomes to all users.
As the Assistant Technical Support Manager, you will take a lead role along with the Technical Support Manager in the implementation of continuous improvement to the service in order to support the planning and regulatory service aspirations as a centre of excellence. You will support and lead the optimisation of workflows, service design processes to provide customer centric outcomes as well as respond to the needs of the business to deliver a high-quality service to stakeholders by proactive analysis of data and constant iteration of processes to maximise delivery.
You will also assist in leading and developing individual technical support officers to provide cost effective and efficient administrative support, provide support to the leadership team, all service specific procurement exercises, develop performance metrics, monitor and provide management reports to guide the team and service performance and ensure the continuous evaluation of performance metrics.

You will need to have a genuine interest in the planning and regulatory environment and an interesting in ensuring our community in Stevenage thrives. Key Duties and Responsibilities
- Carry out installation, commissioning, maintenance, and testing of roadside technology equipment.
- Undertake software, hardware, and systems testing to ensure equipment functionality and reliability.
- Support the Assistant Project Manager in planning and delivering projects, including assisting with budget, schedule, and quality requirements.
- Supervise operational teams and subcontractors on site to meet productivity and quality targets.

- Willingness to work in roadside environments, at heights, and during night shifts when required.
- Strong understanding of roadside technology, including CCTV, ANPR, MIDAS, AMI, message signs, environmental sensors, traffic monitoring/control systems, electrical supplies, and networking (IP, LAN, WAN, Routing, etc.).
- Proficient in basic computer applications (Word, Excel).
- Full UK driving licence.

The role will report to a highly experienced Head of Procurement and the role offers a hybrid flexible working model so you only need to be in the office for three days of the week.
What the role involves:
As a Procurement Manager, you will be responsible for overseeing key strategic contracts, identifying opportunities for consolidating spend and undertaking tendering and contract management opportunities across the IT Software & Cyber Security category.
- Continuous maintenance and update of market insight regarding the relevant IS market place, best-practices, trends, key suppliers etc.
- Be proactive and work closely with key stakeholders to generate initiatives to generate operational and commercial efficiency plans and deliver.
- Development of documented (3 year) category strategy plans in collaboration with senior stakeholders.
