THE EXTRAORDINARY STORY OF 809 CONNECTED BUSINESSESnDigital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.nToday, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.nAlthough still in a junior role, David took the initiative and successfully made the business case for .8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.nFast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.nThe Role:
As a User Interface Designer, you can make your own powerful contribution to people across Westminster. Joining our new Customer Experience Directorate, you’ll create visually stunning, user-centric digital interfaces for council products and services. Working alongside a wide range of colleagues and stakeholders, you’ll deliver functional and engaging user interface solutions that translate user needs and research insights into development-ready assets.nPrioritising accessibility, inclusivity and customer experience, you’ll support the delivery of fast, consistent and scalable digital services. Your day-to-day will be varied and dynamic, covering usability testing, wireframe development, UX improvements and ensuring brand consistency. You’ll put the needs of our users above anything, using your expertise to contribute to a culture of creativity, innovation and user satisfaction.nAn established professional with a proven track record of designing user interfaces for web and mobile platforms, ideally within complex or regulated environments, you’ll have experience across the full product lifecycle – from discovery to prototyping, testing to delivery.nWith strong visual design skills, and experience using Figma, Adobe CC Suite, Miro, Jira and Confluence, you’ll have a deep understanding of responsive design, interaction patterns and cross-device consistency. Knowledge of UX principles, user research methods and service design thinking is also key.nOn a personal level, you’ll be communicative, collaborative and curious, bringing an open mind and an analytical approach to everything you do. More than anything, you’ll be passionate about developing inclusive solutions that reflect the needs of our diverse communities. This is a fantastic opportunity to join a purpose-driven team putting Westminster residents first, and to supercharge your career in the process.nWestminster City Council is committed to supporting Care Leavers into the workplace. Care Leavers seeking their first job and who wish to be considered under our scheme, will automatically be invited to interview should they meet the essential criteria for the role.nWhat We Offer:
Westminster is an amazing place. We are home to more than 200,000 residents from all backgrounds, over 50,000 vibrant and vital businesses and three-quarters-of-a-million people work in Westminster. Westminster City Council’s strategy is to work towards a Fairer Westminster. A Fairer Westminster is one in which our communities are at the heart of our decision-making and help to determine the city’s future. By working directly with our communities and other partners, we can build a more inclusive city that celebrates our diverse communities, and where residents, workers and visitors from all backgrounds will feel welcome and safe.nAt Westminster City Council, we pride ourselves on being an inclusive workplace and employer of choice. We encourage and welcome applications from people from all backgrounds and aim to have a workforce that, at all levels, represents the communities we serve. We champion equality, diversity, inclusion and wellbeing and aim to create a workplace where everyone feels valued, has a sense of belonging and is empowered to be their best, that is the Westminster Way. Job Description
We’re looking for a Full-Stack Developer & Digital Designer who can blend creativity with technical expertise to build seamless, engaging digital experiences. In this role, you’ll design intuitive user interfaces, craft thoughtful visual systems, and then bring them to life through clean, scalable front- and back-end code.
You’ll collaborate across teams to develop responsive applications that are as visually compelling as they are technically sound. If you’re equally comfortable refining design details and architecting robust solutions, and you love turning ideas into polished products, we’d love to have you on board.
The role:
In this role, you’ll take ownership of the design process, creating bespoke website designs that engage our target audiences and reflect the latest digital trends. From full site concepts to detailed interactions, you’ll craft user-friendly, visually compelling experiences that work seamlessly across desktop and mobile. Using tools such as Figma and Adobe Creative Suite, you’ll shape prototypes and design systems, then bring them to life in code to ensure every site feels polished, intuitive, and modern.
Alongside development, you’ll manage and optimise the environments our sites run on, working with solutions from Linux servers and LAMP stacks to Docker containers and cloud services such as AWS. Security, performance, and scalability will be part of your everyday thinking, as you configure servers, set up hosting platforms, and maintain smooth deployment pipelines.
You’ll also work with databases, APIs, build systems and CI workflows to keep projects running efficiently, applying best practices in technical SEO, accessibility, and application security. This is a hands-on role that combines creative front-end work with behind-the-scenes technical expertise, perfect for someone who enjoys variety and solving problems across the full digital stack.
Key responsibilities
- Develop responsive, interactive websites with modern web technologies
- Maintain and optimise servers, hosting platforms, and cloud services
- Translate prototypes and design systems into functional, polished products
- Apply best practices in security, performance, SEO, and accessibility
What we’re looking for
- Strong front-end skills (HTML/CSS/JS/TS, React/Preact) plus PHP/Node.js
- Experience with WordPress and modern CMS platforms
- Knowledge of server management (Linux, Apache/Nginx, Docker, AWS)
- Design awareness and proficiency with Figma/Adobe Creative Suite
- A problem-solver who thrives at the intersection of code, design, and infrastructure
