About the Role

The post will play a key role in translating the aims of the councils Property Strategy into robust action plans through option appraisals, feasibility studies and business cases which aim to fulfil the operational property requirements and commercial priorities of the Council. 

This role will ensure that the Council have an ambitious and commercial approach to investment and more efficient use of its property portfolio, which provides the premises required to deliver effective public services that are fit for future needs and make informed commercial property decisions. 

 As a Strategic Assets Officer, the post holder will be accountable for the following activities:

  • Identifying and evaluating opportunities for the most effective, efficient, and commercial approach to property asset management for Oxfordshire County Council.
  • Assisting the internal service lines to assess their property needs.
  • Preparing high quality options appraisals, business cases and evaluations     to support and inform decision-making relating to the council’s property portfolio.
  • Effective management of external contractors commissioned to develop or implement property appraisal, feasibility studies and projects.
  • Collaborating with internal corporate services (planning, legal, finance and procurement) to ensure compliance with all legal and statutory requirements and minimise any risk to the council. 
  • To provide advisory services, technical and professional guidance and support decision makers where required and possessing a broad, in-depth asset and property investment and management skills.  
  • The postholder will be a key officer and will be expected to work across all locations as necessary.

About you

A dynamic and forward-thinking property professional with experience across a variety of property types and the ability to engage with a range of stakeholders as well as create innovative property solutions.

A successful candidate will ideally be:

  • Educated to a degree level with relevant experience in property
  • Either holding a relevant professional qualification as a chartered surveyor or working towards qualification
  • Strong commercial awareness and business acumen
  • Ability and skill to make important financial decision affecting outcomes.
  • Excellent communication, presentation and negotiation skills, with the ability to prepare clear and concise reports.
  • Proficient in MS Office
  • Ability to fulfil the driving requirements of the role.

About the Role
Working in our Climate Action Service, this exciting new position will provide a key supporting role to senior officers across the Climate Action Service. The role will assist the Zero Carbon Oxfordshire Team in the preparation of climate action policy, research and project delivery. In addition, the role will support the Energy Systems and Retrofit Team in the administration and delivery of emissions reduction projects across the county. Across both teams the role will involve evidence gathering, data collation, monitoring and analysis to enable the successful delivery of the council’s climate objectives.   Key aspects of the Climate Officer role are:

About the Role and you

Supporting the Team Leader in the delivery of a high-quality traffic & road safety and maintenance service across the County.

We are looking for a knowledgeable and enthusiastic professional with proven experience of the technical elements and legislation around the implementation of a variety of traffic and highway related schemes such as traffic calming, bus stops, pedestrian crossings, speed limit changes, junction improvements, and traffic signs and road markings. You will be responsible for the design and project management of the schemes from inception to completion and will have a high attention to detail.

There will also be an expectation for you to take on general traffic management duties such as the maintenance of traffic signs and road markings on the highway network and the investigation of enquires and complaints.

You will be adept at positively representing the County Council, whether that be in person, or through written correspondence. As well as dealing with members of the public the role has contact with all levels of the political structure, from County Councillors to Parish Councils where you will need to be diplomatic and politically aware and be sympathetic to their requests.

You will be self-motivated and able to work with minimal supervision whilst working as part of a multi-disciplinary team responsible for the highway network.

You will need to be willing to learn new skills and be a team player that contributes to building a positive and engaged working environment.

The role is based at County Hall, Oxford, with flexible and agile working options. Site visits for inspections and project supervision are required.

About the Role

Supporting the Tribunals, Resolutions and Compliance Team as part of the wider EHCP Casework team to ensure statutory processes and SENDIST Appeals are effectively administered.

About you

You will:

  • Support in managing and processing SEND Tribunal casework so that it is completed within legal and internal timelines. 
  • Provide support to the Senior Tribunal Officers with Tribunal casework issues involving written and oral communication with parents and a range of professionals
  • Arrange, attend and minute meetings as required.
  • Support the Senior Tribunal Officers to monitor Tribunal processes.  
  • Maintain up to date knowledge relating to EHCP casework, including changes to national legislation and internal policies
  • Maintain and update on a regular basis, the information held on the SEN service files and databases and to retrieve data, information and files as required
  • Undertake such other duties as may be required from time to time by the Senior Tribunal Officers and Lead Officer for the team.

About the Role

We are seeking a qualified librarian to join the Stock & Reader Services Team. The successful candidate will participate with team members in the selection, development and promotion of book stock to optimise its use, using analytical tools as required. You will develop and deliver reading programmes that develop readers of all ages.

A degree or postgraduate qualification in librarianship is required for this position.  

The primary base for this position will be Oxford Westgate Library. 

You will work alongside a team of qualified librarians and a range of library staff in branches and at Holton. 

Your responsibilities will include managing both print and digital collections. 

You will be required to support the customer enquiry service both in person and digitally via our Ask A Librarian Service. 

The role also requires the management of collections at various branch sites across the county. 

You will work with library managers and staff to maintain the collections. 

You will be involved in delivering some training to staff and volunteers in maintaining stock standards or reading programmes. 

You will be required to work occasionally from our Support Services at Holton, Oxford for meetings and projects.  

A flexible, adaptable approach and the ability to travel are highly desirable. 

This post includes the requirement to work Saturdays on a rota basis in Oxford Westgate Library.

Applicants must demonstrate effective collaborative skills and work with colleagues across the service to achieve shared objectives on key projects,  such as library refurbishments, and engagement activities. The ideal candidate will be able to inspire a love of reading and all that libraries have to offer our communities. They will need to focus on the positive difference libraries make, and increasing and broadening their reach.

You should have the required qualifications. You should be able to demonstrate a wider knowledge of public libraries in the UK.

We are recruiting a permanent Fabric Technician to work alongside our engineers within the Hard FM team, across the county portfolio.  

About the Role

The Fabric Technician will be a key member of the Oxfordshire County Council's Hard FM team, responsible for maintaining and improving the fabric of OCC's buildings and facilities. This role involves performing a variety of tasks to ensure the structural integrity, safety, and aesthetic quality of the council's properties.

Key Responsibilities

  • Maintenance and Repairs: Conduct routine inspections and carry out maintenance and repair work on building fabric, including walls, floors, ceilings, doors, and windows. Routine inspections will include activities such as Legionella hot and cold water checks, Pat testing, Emergency light testing etc  Note: list of activities not exhaustive.
  • Refurbishment Projects: Participate in refurbishment projects, ensuring all work is completed to a high standard and in compliance with relevant regulations and guidelines.
  • Health and Safety Compliance: Ensure all work is performed in accordance with health and safety regulations, and that risk assessments are conducted and documented.
  • Collaboration: Work closely with other members of the Hard FM team, including Gas engineers, Electricians, Plumbers, and HVAC technicians, to coordinate maintenance activities and projects.
  • Record Keeping: Maintain accurate records of all maintenance and repair work, including materials used and time spent on tasks using a CAFM based APP.
  • Emergency Response: Respond to emergency maintenance requests and perform necessary repairs to ensure the safety and functionality of OCC properties. This include carrying out duties out of hours as part of the “On call engineering rota”.
  • Quality Control: Inspect completed work to ensure it meets OCC standards and specifications.

About you

Qualifications and Experience

  • Education: Relevant qualifications in building maintenance, construction, or a related field.
  • Experience: Proven experience in a similar role, preferably within a facilities management or local government setting.
  • Skills: Strong technical skills in building fabric maintenance and repair, excellent problem-solving abilities, and a keen eye for detail.
  • Certifications: Relevant certifications in health and safety, such as IOSH or NEBOSH, PAT are desirable.
