Candidate Profile: Key accountabilities, skills & experience
The role would be overseeing a group of engineering programmes to provide commercial assurance, cost forecasting and Service Order management. The role does involve a reasonable amount of administrative works, with the possible scope to bring someone in if workload allows in the future.
Main accountabilities / outputs:
- Call off service orders (and ad hoc standalone Service Orders) drafting, checking and award processes
- Ensure PO coverage in place for programmes and ensuring understanding of available funding
- Support PCT with the Request for Proposal processes for Engineering programmes
- Providing project and programme level cost reporting including identifying costs to be transferred from Engineering to delivery project codes to the PCT for monthly reporting cycles
- Providing QS services covering financial performance (scrutiny of forecasts and anticipated spend, understanding of allocation of actual costs).
- To provide guidance for Asset Engineering in all aspects of commercial processes for the programmes responsible for.
- Providing commercial support and advice to the engineering and asset team to ensure agreements/contracts are administered effectively.
- Ensuring compliance with Commercial processes and any non-compliance is identified, and corrective actions are implemented as necessary.
- Ensure exemplary standard of Commercial/Contract documentation.
- Provide training to improve understanding of commercial processes across the business unit.

What you'll be doing:
- Overseeing the Commercial Management of this project based business.
- Ensuring the commercial interests of the company and delivery team are protected.
- Leading, mentoring, and managing staff within the team.
- Generating / reviewing project estimates and putting in place effective cost control mechanisms
- Using the above to generate forecasts for live order book
- Liaising with Legal / Sales / Operations and CMs
- Ensuring teams are submitting timely notices, cost assessments in accordance with the contractual conditions
- Support / lead subcontract drafting, measure, valuation agreement & payment activities
- Pre-execution contract reviews to identify commercial risk and mitigate through negotiations and/or internal adjustments.
- To provide timely and good quality management reports to the Head of Commercial and Head of KDC.
- Commercial Support to the wider Veolia if required
- Dispute avoidance / resolution
What we're looking for:
- Someone who will promote good working relationships by acting in a respectful and professional manner at all times
- Experience owning CVRs and cost reports for Projects / Contracts
- Experience as a QS / Commercial Manager in the Decommissioning / utility / construction industry
- HNC/HND/Degree in commercial management or quantity surveying
- Thorough knowledge of forms of contract including NEC

One of the UK's largest independent Consultancies is actively recruiting a Commercial Manager to be based in Portsmouth.
THE COMPANY
My client is one of the leading Consultancies in the UK with a network of offices across the country as well as overseas. They have a great reputation in the market and are working on some of the South East’s largest infrastructure and defence projects.
THE POSITION
They are actively looking to recruit a number of individuals at Commercial Manager level to get involved in taking full responsibility of projects from inception to completion. The successful Commercial Manager will be given the opportunity to take full control of the projects and help mentor junior staff.
THE CANDIDATE
The successful Commercial Manager must:
- Have at least 3+ years experience working within a Commercial/ Procurement environment
- Have experience working within either Defence, Aerospace or Public Sector
- Have experience working on end to end procurement, with knowledge of Sourcing and Contract Management.
- Have good communication and client facing skills
- MCIPS is preferred but not essential
- Would ideally have Security Clearance or have had it previously
