Venesky-Brown’s client, a public sector organisation in Gilford, is currently looking to recruit a Head of Transport for a contract until 31st December 2025 on a rate of £23.60/hour (PAYE). Responsibilities: - Lead on designated projects on behalf of the Assistant Director. - As a member of the Disability Division determine service needs, maintain staffing levels and managing them accordingly. - Ensure the Transport service supports the delivery of the corporate objectives and achievement of its strategic goals. In particular support and underpin the clinical, managerial governance and performance systems. - To develop and ensure delivery of a set of key objectives and targets for the Transport service. - To manage and provide strategic leadership of the Transport service. - Delivery of safe, high quality, customer focused services to support customers. - Ensure services are continuously improved and that modernisation initiatives are implemented and that opportunities for benefits realisation are maximised. - Ensuring compliance with all applicable policies, Statutory Standards and Health Service guidance and the development and implementation of transport procedures, programmes and strategies. - Responsible for the effective and efficient delivery of Transport services in accordance with policies and procedures, Statutory Standards and Health Service guidance. Ensure consistent application and compliance with all standards. - Responsible for the management of transport resources including (non-patient transport, patient transport booking, taxi contracts and voluntary drivers management, contracted transport services) ensuring alignment to the customer and client environment. - Responsible for the procurement/disposal (in conjunction with Centre of Procurement Excellence -COPE), maintenance and repair of the transport fleet, ensuring optimum fleet availability whilst demonstrating ‘Best Value’. - In conjunction with the Disability Management team develop and maintain high quality, cost effective information systems in respect of Transport services. - As part of the annual business planning process, and in consultation with the Assistant Director of Disability and other key stakeholders, provide specialist input to the annual investment programme showing planned, prioritised expenditure in respect of normal revenue maintenance, and replacement of vehicles and equipment. Monitor, update and report on delegated elements of the programme throughout the year. - Provide advice and/or information to Senior Managers, Directors, Chief Executive’s Office, control of infection Consultant and external agencies. - Provide managerial and technical input to Senior Managers, Directors, Chief Executive’s Office, to enable compliance with statutory regulations. - Responsible for compliance with and satisfactory performance against applicable Controls Assurance Standards e.g. Management of Fleet and Transport. - Responsible for the achievement of the operational elements of related Controls Assurance Standards e.g. Management of Purchasing and Supply. - Responsible for providing all evidence of compliance of Controls Assurance to the Head of Performance Assurance and Business Support. - Participate in the development of strategic planning and implement agreed operational programmes and policies, to meet both the present and future needs of the service. - Managerial and budgetary responsibility for budgets within the job remit - Responsible for implementation of all statutory and mandatory legislation within job remit and for working with others to develop solutions to overcome specific problems. - Provide, when required operational support, advice and services to external agencies as appropriate. - Ensure that detailed contingency arrangements are in place to guarantee delivery of Emergency plan. - Ensure that the needs of customers are at the core of the way, delivers services and that resources are effectively deployed to meet those needs. - Ensure Transport services, strategies and objectives take cognisance of national and regional standards. - Provide specialist input to ensure that Transport and associated functions achieve service objectives and that user perspective, and the need to advance modernisation and reform in service models, informs that operational delivery. - Ensure robust standards of governance exist for Transport services, and are met within the department, including the identification and management of financial risks. - Provide support and advice in the development of policy/procedures/emergency procedures for Transport and associated services to ensure compliance with Statutory Standards, DHSSPS guidance, relevant British/International Standards, National Guidance. - Ensure effective controls assurance and risk management strategies within the department and contributing to the compliance with its corporate governance requirements. - Ensure that up to date Risk Assessments are maintained for all key activities undertaken within the remit of the job. - Establish and maintain effective close liaison with external bodies and professional groups involved in the regulation of transport and associated services matters and it’s planned development. - Develop and maintain appropriate levels of user engagement in the provision of Transport services. - Ensure that robust quality management arrangements are in place in respect of the services within the job remit and take responsibility for key initiatives - Ensure that robust planning, consultation and performance management arrangements are developed and implemented in respect of the services within the job remit and that the highest level of compliance with regional and national targets is achieved. - Execute all statutory duties imposed upon in respect of the services within the job remit. - Support the effective maintenance of the risk registers. - Responsible for transportation of Hazardous Waste in full compliance with relevant legislation, standards and procedures including undertakings in respect of the Waste Hauliers Licence. - Responsible for the undertakings given to D.O.E Transport Regulation Unit in respect of the Goods Vehicle Operators Licence. - Responsible for the development of Transport services to meet the needs and objectives. - Participate in the preparation of business plans for the Transport service areas and contribute to the development of the corporate plan on an annual basis. - Participate in the development of proposals and plans for the rationalisation improvement and development of Transport services, having regard to policies and constraints, for consideration by the Board. - Contribute to the contracting and business planning process and advise on the assessment of priorities for capital and revenue expenditure in relation to the remit of the job. - Represent on Regional health service groups to progress specialist initiatives and dealing with matters that potentially affect the transport and associated services - Responsible for implementation of Driver Certificate of Professional Competence. Legislation and providing direction and advice across directorates. - Participate in the Bus Operator Licencing project and liaising with appropriate statutory agencies. - Contribute to the financial viability by ensuring that services within remit operates as efficiently and effectively as possible, utilizing benchmarking and other Value for Money techniques and complying with all financial targets and the standing financial instructions, standing orders, codes of conduct and accountability. - Take full responsibility for budgetary and resource utilisation for the Transport services remit ensuring all financial targets within the department are met. - Provide clear leadership to staff within the Transport services department and ensure it has a highly skilled, flexible and motivated workforce. - Work closely with senior human resources staff to take forward the development and implementation of workforce planning and modernisation initiatives. - Ensure that management structures and practices in the department support a culture of effective team working, continuous improvement and innovation. - Ensure the effective implementation of all people management policies in the department and the achievement of all relevant targets such as relating to the management of sickness and absenteeism, turnover etc. Essential Skills: - A University degree or relevant professional qualification and worked for at least 1 year in a management role* OR - Have worked for at least 3 years in a management role* - Hold a Certificate of Professional Competence (CPC) Road Haulage AND/OR Certificate of Passenger Competence (CPC) Road Passenger Transport. - Delivered against challenging performance objectives for a minimum of 2 years meeting a range of key targets and making significant improvements. - Worked with a diverse range of stakeholders, internal and external to the organisation, to achieve successful outcomes for a minimum of 1 year. - At least 1 years’ experience in people management (to include direct management of staff), governance, and organisational skills. - Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.41bf1e1f-b16b-4260-a40a-17c77a06fd15

The European Fleet Manager Role

The European Fleet Manager pro-actively manages and oversees the operational efficiency of the Company Fleet across the assigned European entities, ensuring it aligns both with Company strategy and local regulations.

This role manages relationships with various internal and external stakeholders, such as Finance and Procurement (internal) as well as country specific Lease Companies and Fuel card providers (external), among others.

The European Fleet Manager owns best practice and policy development, is the business referent for Fleet activity and provides regular KPI’s and reports to the business with recommendations on areas for further improvement and development.





Key Responsibilities include -

Fleet Operations & Strategy such as ensuring fleet availability and service reliability, ensuring downtime is minimised, managing accident & claims management as well as monitor and improve fleet KPI’s.

European Expertise – such as navigating country-specific regulations, transport legislation and environmental standards and lead and support international tenders and framework agreement negotiations.


Ownership & Communication – such as co-ordinating fleet activities across countries and time zones, resolve European fleet issues quickly and effectively and identify/mitigate legal and financial risks.



Skills and competencies Required –

• Proven experience (5+ years) in fleet management across multiple European countries
