About Us

Oxfordshire County Council’s Transport Development Management team has a prime role in creating high-quality, sustainable places, where people want to live and work, through our input into the development planning process. The team provides OCC’s statutory planning consultation responses on all transport matters, and is involved from the earliest preapplication discussions, through to negotiation of S106 agreements and discharge of conditions. Team members work closely with each other and colleagues from across the Council in a very supportive environment. 

About the Role

If successful, you will assess the highway safety, transport impacts and mitigation needs of major and strategic sized development proposals, ensuring that they meet national and local policy and guidance, and provide high quality advice to the planning authorities, focussing on Cherwell, Oxford City, and West Oxfordshire. You will negotiate S106 agreements and provide written statements for planning appeals where necessary.

You will have three years’ relevant experience in a related role, including significant experience in transport planning and experience of working in Local Government. The Holiday Activities and Food programme (HAF) is a Department for Education funded programme that provides free holiday clubs for Reception to year 11 pupils in receipt of benefits-related free school meals.

The holiday provision will take place across Oxfordshire over the long Summer, Winter and Spring holidays. 

The Holiday Activities and Food programme is designed to ensure children and young people reach physical activity guidelines and develop their skills and knowledge.

About the Role

In this post you will support the HAF coordinators with administrative functions of the delivery of the Holiday Activity and Food (HAF) programme in Oxfordshire. This includes booking provider meetings, collating and processing information for procurement decisions, extracting and processing data for DfE reports.

You will work with a wide range of external organisations supporting them in uploading their Spring, Summer and Winter activities to the centralised booking system.

You will be a calm and reassuring presence to support families with phone and email queries to ensure they can access holiday provision, check their eligibility and monitor bookings prior to and during delivery.

You will offer communications and marketing support, working with the HAF Coordinator to help design a communication plan for the HAF programme, including via social media.

About you 

You will have a reassuring style of verbal and written communication.

You will be able to work with a wide range of partners and service users, building positive relationships with wider teams and stakeholders.

You will have experience of preparing data for social care or department for education reports.  

You will have a level 3 academic qualification (or above) and are able to collate, analyse and interpret data.

About the Role

The Senior Delivery manager is responsible for overseeing the entire lifecycle of IT infrastructure and service contracts. Ensuring they meet organisational needs while complying with legal and regulatory requirements.  

This role involves reviewing and negotiating contracts, advising IT Operational Managers and Project Managers on the Procurement Act.  Ensuring all services remain compliant with the Act. The Senior Delivery Manager works closely with the IT Procurement Category Manager, IT Infrastructure Team, and other IT Operational Managers to develop a roadmap for upcoming contracts and plan for tender, renewal, or extension.

The role will supervise all Delivery Manager Roles and deputise for the Governance and Business Continuity Manager 

Additionally, they monitor and evaluate contract performance against KPIs and other performance indicators to ensure all parties meet their obligations and the contract delivers the expected value.   

The Senior Delivery Manager also assists the Head of IT in managing the budget ahead of year-end, ensuring that commitments are recorded and paid as required.

About you

We are looking for someone:

About the Role

The ICT Principal Systems Analyst will be the subject matter expert on the Children's Social Care and Early Help Applications. They will be aware of and will contribute to Application roadmap developments, keep abreast of legislative changes and customer priorities, and advise on best practice use and development of the Social Care and Early Help Applications.

The post of Infrastructure Negotiation Team Leader is a key role at Oxfordshire County Council where you will lead a Team of negotiators to secure in a Section 106 legal agreement the financial and non-financial obligations that will be used to put in place the identified mitigation required to address the impact of new development, ensuring they are compliant with Community Infrastructure Levy Regulations. Your role will require you to lead the team on negotiating the terms of Section 106 legal agreements in discussion with developers, the local planning authority and other interested parties. You will ensure your team provide professional advice on Section 106 matters throughout the development cycle, from the local planning stage through to pre-application discussions to the drafting and completion of legal agreements. About the Role

As a Lead Negotiator your primary objective will be to secure in a s106 legal agreement the financial and non-financial obligations that will be used to put in place the identified mitigation required to address the impact of new development, ensuring they are compliant with Community Infrastructure Levy Regulations. Your role will require you to lead on negotiating the terms of a s106 legal agreement in discussion with the developer, the local planning authority and other interested parties. You will provide professional advice on s106 matters throughout the development cycle, from the local planning stage through to pre-application discussions to the drafting and completion of legal agreements. You will work on strategic sites and the most complex development sites and represent the Council at planning appeals. The job entails dealing effectively with a range of stakeholders working collaboratively with colleagues across county services and externally, working pro-actively with local planning authorities and developers and landowners. 

About you

You will have extensive knowledge and comprehensive understanding of s106 legislation and practices and have significant experience of negotiating planning obligations. You will be able to work independently within a small team with responsibility for leading on large strategic and other major development sites. The s106 process can be lengthy and complex and you will have a portfolio of sites to manage so you will be highly organised and have a proactive approach to your work and the ability to manage multiple tasks, working to demanding deadlines. Strong communication skills are essential, as you’ll be working closely with a range of interested parties - internal teams and external partners.

About the Role

The post holder will be required to work collaboratively across health partners and adult social care to convene and undertake Mental Health Act (MHA) Assessments on daytime basis.

 To undertake the statutory roles of an AMHP as laid out in the Mental Health Act 1983 (as amended) and Code of Practice (Mental Health Act 1983).

The post holder will ensure that there is the highest standard of service and the provision of high-quality Mental Health Act assessments as part of 24/7 service for the residents of Oxfordshire.

About you

We would expect that you are:

  • Passionate about following the professional standards of SWE with a commitment to continue your professional development.
  • A trained AMHP from recognised Community Psychiatric Nurse, Social Work, Occupational Therapy or Psychology background. Qualification and registration and maintenance of registration with regulatory body along with a valid warrant to practice as an AMHP, and maintenance of this, are essential for this role.

 In addition, you will be required to:

Carry out MHA assessments to the highest standards giving.

Have respect, to confidentiality, choice, dignity and privacy by applying legal and professional knowledge to achieve positive outcomes for individuals. 

 Contribute to service improvement initiatives by reporting what could work better and also implementing changes in guidance and new ways of working.

 Complete legal and other relevant reports and documentation to organisational and nationally specified standards. Data completeness is crucial.
