**Title and Summary**
Director, Legal Compliance
Please note : This role is based in our Peterborough office ( PE7 8FJ) , candidates must be comfortable working from our office 3 days per week .
The Mastercard Prepaid Management Services (MPMS) Compliance Team is responsible for ensuring the MPMS business adheres to all regulatory requirements, including Anti-Money Laundering (AML) policies and legislation.
The Director, Legal Compliance, reports to the VP Compliance, Risk & Fraud and provides direction and support for the implementation and oversight of the business compliance program, including AML, Sanctions, Treating Customers Fairly and Foreign Account Tax Compliance Act (FATCA) globally.
Key Accountabilities
-Deputize for the VP Global Compliance, as required.
-Manage a team of Analysts within EMEAA region.
-Produce, implement and maintain compliance risk assessments, policies and procedures for the following, to ensure they align with relevant legislation, industry guidance and (where applicable) issuer requirements:
o Anti-Money Laundering (AML)
o Customer Due Diligence (CDD) / oversight and review of customer on-boarding processes
o Treating Customers Fairly (TCF)
o Identity theft
o Vulnerable customers
o Politically Exposed Persons (PEP) and Sanctions screening
o Distributor / agent oversight
o Program risk assessments
o Risk control matrix (Harvey Ball risk assessments).
-Understand issuer compliance and AML requirements and develop appropriate program frameworks, to include the identification of system development requirements, operational process changes and resource requirements.
-Manage ongoing compliance relationships with issuers, to include new product initiatives, AML monitoring, Subject Access Request (SAR) reporting, TCF policy review, monthly service calls and other such requests.
-Manage, maintain and develop AML monitoring programs, in line with relevant regulations, industry guidance and issuer requirements, to include the submission of compulsory transaction reports (where required) and suspicious activity reports.
-Ensure continuous oversight of AML transaction monitoring and PEP & Sanctions screening systems, including configuration and ongoing testing.
-Manage and overview Sanction screening programs for cardholders, in line with relevant regulations, industry guidance and issuer requirements.
-Overview Sanction screening for distributors and corporates in all regions, in line with relevant regulations, industry guidance and issuer requirements.
-Review and assess new business projects and the design of compliance controls, to ensure adherence to company policy and procedures, and deliver appropriate solutions, so that robust and appropriate compliance controls are implemented to satisfy regulatory and issuer needs.
-Sign-off new market / product launches (as applicable).
-Represent MPMS Compliance, in respect of technical change and delivery at PI Planning events.
-Review and sign off collaterals and marketing material (including financial promotions), in line with industry guidance and issuer requirements.
-Manage and overview appropriate training to relevant staff, in line with regulatory and issuer requirements covering:
o AML and Counter-Terrorism Financing (CTF)
o Anti-Bribery & Corruption
o TCF
-Review and update training material, track training completion and escalate non-completion.
-Continually review departmental processes, procedures and systems, to ensure the most efficient use of resources and the elimination of unnecessary cost.
-Support internal business owners and stakeholders in process improvements related to KYC and compliance requirements.
-Act as escalation point for compliance queries from other business areas.
-Provide regular reporting and MI to VP Global Compliance and escalate issues, as appropriate.
-Manage internal and issuer audits and external independent reviews, to include the provision of documentation (as per agreed scope), responding to queries and implementing improvements.
-Assist with maintaining:
o HMRC Money Service Business (MSB) registration
-Remain up-to-date with industry and regulatory developments, maintain a close relationship with the Global Compliance Team, Regional Compliance Working Groups, MPMS Legal and issuers, and proactively scan the regulatory landscape to ensure an effective and timely response to regulatory changes.
-Assess the impact of regulatory changes and industry guidance on existing AML/CTF, Sanctions, anti-bribery and TCF policies and procedures, and design controls to ensure necessary changes are implemented within MPMS Compliance and across other business areas (as appropriate).
-Maintain necessary records, in compliance with applicable regulations and issuer requirements, thereby ensuring complete and accurate data is readily available to internal and external parties.
Core Skills
-Significant experience in a Senior Compliance role, within Financial Services.
-ACAMS/ICA Certified.
-Educated to Bachelor's Degree level (minimum)
-Subject matter expert in AML regulations, including Sanctions in all regions of operation
-Able to interpret regulations and guidance, in order to assess impact and develop practical operational procedures, to ensure ongoing compliance.
-Able to deal with sensitive and confidential information.
-Strong communication skills (verbal & written) with the ability to engage key stakeholders at all levels.

The Compliance Manager will be part of the 2nd line Compliance Office and responsible for providing regulatory oversight and approval for new programs, providing expert advice to stakeholders and supporting strategy design with regulatory input.



This opportunity requires a subject matter expert to contribute within a fast-paced, growing team. You will champion customer outcomes and use your knowledge of the industry and regulatory horizon to ensure sustainable, compliant solutions are formed. You will comfortably handle ambiguity, and provide pragmatic challenge to colleagues, peers and leadership and you are not afraid to roll up your sleeves and dive into the details. You think outside of the box, coming up with solutions in times of ambiguity.



Key job responsibilities

Assist in ensuring APUKu2019s payment activities operate in accordance with all legal and regulatory requirements by monitoring the compliance of business activity

Applying working knowledge of FCA regulations such as Consumer Duty Regulations and Payment Services Regulations and Policies to articulate customer/control impact and drive alignment across teams.

Assist with the development, documentation and maintenance of policies and procedures

Provide compliance awareness and training to the business

Prepare reporting to internal governance committees

Review, challenge and approve risk records, policy breaches and matters for escalation

Work with business leads to identify and collate relevant information to respond to requests for information from auditors and regulators (ad hoc and regulatory returns).

Maintain up to date knowledge of relevant regulations by monitor regulatory change and emerging risk from regulatory sources, to proactively communicate key developments to internal stakeholders and support the implementation of regulatory change.



Basic Qualifications

- Minimum of four years compliance experience in financial services working in risk and compliance, or within a financial regulatory body or consultancy practice

- A good understanding and previous experience of working with Payment Services Regulations 2017 and FCA regulations, in areas such as complaint handling, safeguarding, operational resilience and consumer duty.

- Excellent team player with the ability to work closely with others to deliver results, identify and resolve issues; shares information and keeps team members and management informed

- Excellent organisational skills with the ability to prioritise workload and manage various tasks simultaneously.

- The ability and willingness to learn new skills and upskill quickly to be an SME on new requirements

- Strong and demonstrable influencing, stakeholder management, presentation and communication skills.

- Resilient and able to thrive and lead in a fast paced, entrepreneurial environment

- Strong judgment and analytical thinking

- Strong ownership and delivery orientated, to perform independently with minimal supervision

Preferred Qualifications

- Experience within the payments sector and/or fin-tech environment

- Experience of relationship management with regulatory bodies

- Demonstrated experience working with FCA regulations and compliance requirements such as Payment Services Regulations (2017), Electronic Money Regulations (2011), Consumer Duty and other applicable FCA regulations and policies

We're looking for a Regulatory Compliance Officer  to join a team that deals with some of the most interesting – and sometimes challenging – data protection and information rights issues out there. You’ll play a key role in helping colleagues and stakeholders navigate legislation like FOI, GDPR , and the Data Protection Act , all in an environment where security and precision really matter.

Regulatory Compliance Officer  Role Overview:

You’ll be the go-to expert for all things compliance and information rights. That means offering practical advice on things like how to respond to FOI requests, handle ICO complaints, or interpret new guidance or case law. No two days will be the same, and every situation will need a careful, thoughtful approach – but that’s what makes this work so rewarding.

You’ll use your knowledge and judgment to make sure colleagues get clear, accurate advice tailored to the situation at hand. And because this is a space that changes quickly, you’ll help keep the wider team up to speed on legal updates and emerging issues.

Experience, Qualifications and Attributes:

  • Strong experience with information rights legislation – and ideally, a practitioner-level certificate in data protection or information governance.
  • People skills - You’ll need to explain complex rules in a way that makes sense, and know how to build trust with stakeholders from all kinds of backgrounds
  • An interest in central government or public sector work would be beneficial but most of all, we’re after someone who’s confident, adaptable, and cares about getting things right.
